The U.S. Army Corps of Engineers, Seattle District, has a requirement for HVAC upgrades at the Libby Dam site, Libby, Montana. The purpose of this project is to remove the existing electric-pneumatic HVAC controls at Libby Dam and upgrade to direct digital control (DDC). Most of the mechanical HVAC systems at Libby Dam are the original 30-year old equipment. The pneumatic controls are currently failing. Heating, cooling, and building pressurization are difficult to control. An upgrade of the HVAC controls is necessary. The HVAC at Libby Dam consists of 5 micro air handler units (AHU) and one large central system AHU. The work includes: demolition of the existing pneumatic controls; installation of new DDC controls; installation of new Utility Monitoring and Control System; installation of a new packaged humidifier unit on two of the micro AHUs; Performance Verification Testing; and Testing, Adjusting, and Balancing of all six HVAC systems. The North American Industry Classification System (NAICS) Code is 238220. This requirement is 100% set aside for small business. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $14 million. The solicitation will be available for download on or about 17 March 2009. Pursuant to Federal Acquisition Regulations (FAR), the solicitation will be available for download no earlier than 15 days following the posting of this synopsis. Pursuant to FAR, the response date of the solicitation is no earlier than 30 days from the date of the solicitation release date. The proposal due date will be noted on the solicitation at the time of issue. There is no technical information available until the issue of the solicitation via the Internet.
