Description
SCOPE OF WORK Quoters must submit Descriptive Materials (vehicle data sheets, brochures, illustrations) for the Truck-Tractor offered, to demonstrate that they meet the required specifications. Tractor Truck Rental Juvenile Fish Transport Program SCOPE OF WORK I. DESCRIPTION: 1) This contract is for the rental of truck-tractors which will be driven by Government personnel to pull Government-owned fish trailers (3,500 gallons water capacity) for the juvenile fish transportation program. A truck-tractor may be assigned for use at McNary, Lower Monumental, Little Goose, or Lower Granite Dams, Washington and Oregon and shall be used to transport fish to release sites below Bonneville Dam. Truck-tractors may also be used to transport fish from Dworshak National Fish Hatchery near Ahsahka, Idaho, to release sites along the Clearwater River, Idaho, or to pull incidental trailers at or near projects listed above. 2) Truck-tractors units to be furnished under this contract shall have the standard features that would be provided by a company regularly involved in the manufacture of truck-tractors with modifications or options as needed to meet the requirements of this solicitation. The truck-tractors shall be designed to latest industry safety codes and shall be completely equipped and ready for operation at the time of delivery. 3) Truck-tractors units shall meet the following minimum salient characteristics: a. Truck-tractor units shall be made in 2005 or newer with engine and chassis to be in excellent condition. b. Gross vehicle weight - 80,000 lbs. minimum. c. Wheelbase 185 inches minimum with tandum axles. d. Fifth wheel with standard electrical and air lines. e. Spare tire with wheel mounted. f. Fuel capacity - 150 gallons minimum. g. Diesel engine 450 horsepower minimum. h. Power assist steering. i. Engine brake. j. Thirteen speed transmission. k. Air ride cab. l. Air ride seats with lumbar support. m. Air conditioning. n. Cruise Control. o. Remote control mirrors. p. Working AM-FM cassette radios and 40 channel CB radios. Working AM-FM compact disk radios may be substituted for working AM-FM cassette radios. q. Air ride passenger seats. r. Trucks shall not have air spoilers. s. Trucks shall be equipped with new tires. Recapped tires are not permitted. t. Trucks shall be an aerodynamic design. II. RESPONSIBILITIES: 1) During the term of this contract, the Contractor shall keep the truck-tractors in good condition for the use defined under this contract, except as otherwise specifically provided in the specifications. 2) The Government will return the truck-tractors at the expiration or earlier termination of the contract in as good a condition as when received, ordinary wear excepted. III. MAINTENANCE AND REPAIR: 1) The Government will be responsible for supplying fuel and normal oil replacement during the course of this contract. 2) The Contractor shall be responsible for all maintenance and mechanical repair of the truck-tractors, including tire repair and replacement. The Contractor shall furnish a schedule for maintenance prior to delivery to the Government. a. If repairs require more than a 48 hour down-time, the Contractor, at his own expense, shall furnish and deliver within 24 hours, a suitable replacement truck-tractor unit for use during this maintenance period, to a site directed by the Contracting Officer or designated representative. The Contractor shall be responsible for retrieving and re-delivering any truck-tractor that is to be repaired. 3) The rental period and mileage for the four truck-tractor units are estimated and the Government reserves the right to increase or decrease the number of weeks and mileage as required to meet job requirements. Adjustments to the mileage or rental periods shall be made at the prices detailed in the bid schedule. IV. PERIOD OF PERFORMANCE: 1) Rental Schedule as follows: a. Two (2) truck-tractor units from March 12, 2009 through approximately September 23, 2009, b. One (1) truck-tractor unit from March 12, 2009 through approximately October 7, 2009 c. One (1) truck-tractor unit from March 12, 2009 through approximately November 4, 2009. These rental dates could vary 10 calendar days. V. RENTAL EQUIPMENT DELIVERY AND RETURN: 1) The Contractor shall deliver the truck-tractors to the Government at McNary Dam, Oregon, full of fuel on March 12, 2009, between the hours of 8 a.m. and 4 p.m. 2) The Government will make the truck-tractors available for the Contractor to pick up at McNary Dam, full of fuel, on or about the dates specified in bid items 0001, 0002, 0003, and 0004. a. Pick up by the Contractor shall be between the hours of 8 a.m. and 4 p.m. b. The Government shall provide the Contractor with 48 hours notice as to when the truck-tractors will be available for pick up. c. Payment for rental of the truck-tractors shall cease at the end of the 48-hour notice. Payment for mileage per bid items 0001A, 0002A, 0003A, and 0004A shall begin when the truck-tractors are delivered to McNary Dam and end on the day specified for the Contractor to pick the trucks up at McNary Dam. d. No payments will be made for mileage, labor or fuel costs for the delivery and return of truck-tractors between McNary Dam and the Contractors point of origin.
