- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO in unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a synopsis for commercial items prepared in accordance with the format in FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This is a synopsis for the procurement of twenty-eight (28) Wire Rope Isolators with the following technical requirements: CLIN 0001: Overall Requirement: It is a requirement to provide shock and vibration isolation for the Non-Line-of-Sight Launcher System (NLOS LS) aboard the Littoral Combat Ship. NLOS LS System Description (mounted system): This overall mounted system will be approximately 45" x 45" x 75" (W x D x H), weighing approximately 3,650 lbs. Lateral stabilization will be provided by GFE, and will result in a total lateral stiffness of ~5,600 lb/in in each of the lateral axes, which acts only in tension (no stiffness when in compression). Expected deck natural freq! uency is between 14 - 20 Hz. Schedule Requirement: Must have isolators at NSWCDD by 1 June 2008, preferably by 11 May 2008. Technical Requirements for shock/vibration isolators: Form/Fit.Less than 240 lbs total per mounted system (less than 60 lbs per isolator if x4 isolators are used).Width must be less than 12".Length must be less than 21".Height must be less than 9.5".Isolators must be capable of mounting around the perimeter of the base of the system (not in center of system's footprint). Shock.Mount must be capable of supporting a minimum of Grade B shipboard shock isolation in accordance with MIL-S-901D. Transmitted shock in vertical axis must be less than 20 g's. Transmitted shock in lateral axis must be less than 5 g's..Mounted item must sway in the lateral axes less than 3". Vibration.Mount must be capable of supporting MIL-STD-167 shipboard vibration qualification of mounted item..Mounts' natural frequency during shipboard vibration, where typical deflections are roughly +/- 0.02 to 0.03", must be less than 15 Hz. Crossover frequency, where mounts begin to attenuate vibration, must be less than 17 Hz. Engineering Support.Vendor must be able to provide load-deflection data for the recommended mount when in compression, tension, shear/roll, 45 tension/roll, and 45 compression/roll. This data must include at least 3 data points between 0 and 0.1" of deflection..The system must meet shock requirements when the above data is used to model the system in NSWCDD's dynamic shock model..Vendor must be able to provide shipboard vibration analysis demonstrating the compliance with the natural frequency requirement above. This analysis must be at least roughly based on historical or empirical data from shipboard vibration tests performed on similar mounts. This is to accurately account for the upwards frequency shift typically seen with wire rope isolators during very low-deflection vibration, for example. This acquisition will occur via a Firm Fixed-Price (Commercial) contract. Award will be made to offeror that represents the best value to the Government. The closing date is 10 March 2009 at 2:00PM, Eastern Time. Anticipated Award date is 11 March 2009. All items shall be priced FOB-Destination, Dahlgren, VA. Delivery must be no later than 1 June 2009. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR PROPOSAL AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE.
