- Amendment to revise paragraph 7.3 and extend due date. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA1330-09-RQ-0308. The U.S. Dept of Commerce, NOAA Ship Oregon II, 151 Watts Avenue, Pascagoula, Mississippi has a requirement for the renewal parts and labor to install and test the Aft Deck Crane in accordance with the following Statement of Work: NOAA SHIP Oregon II February 25, 2009 Renewal Parts and Labor to install and Test the Aft Deck Crane AFT CRANE Repairs 1.0 ABSTRACT 1.1 This item describes the requirement to refurbish parts of the aft deck crane and to conduct weight tests. 2.0 REFERENCES 2.1 Technical Manuel OT S2001-2. Aft Deck Crane (available for review at NOAA Port Office Pascagoula, 151 Watts Avenue, Pascagoula, MS). 2.2 NOAA Standard Specifications AMC-573-1C. "Testing of Davits and Weight Handling Gear." 3.0 ITEM LOCATION/DESCRIPTION: 3.1 Location: 01 aft weather deck 3.2 Mfr: Alaska Marine Crane Serial Number: MCT-1040-7064 4.0 GOVERNMENT FURNISHED REQUIREMENT/MATERIAL/SERVICES: None. 5.0 NOTES: 5.1 Contact information for Alaska Marine Crane is as follows: Joseph James (206) 361-7064 5.2 The specific name brands called for in the above work item is representative of a previously applies paint system worked very well. Other paint systems that are applied in accordance with NAVSEA Standard item 009-12 are acceptable. 6.0 QUALITY ASSURANCE REQUIREMENTS: 7.0 STATEMENT OF WORK REQUIRED: 7.1 Provide all labor, material, equipment, tools, staging, shop facilities, crane service, transportation, required to accomplish work in this item. Stage/unstage, rig/unrig, make all temporary removals and restoration of interferences, required to accomplish work in this item. 7.2 Procure the following renewal parts: a. Main Boom PN AY14614 ASTM 572 Grade 50 or better. b. Telescopic Boom PN AY14618 ASTN 572 Grade 50 or better. c. Telescopic Cylinder PN 961 d. Sheave Head Assembly (Part of PN AY14618) e. Winch Mounts (Part of PN AY14618) f. Main Hinge Pin PN 236 g. Boom Cylinder with pins PN 568 h. 8,000 lbs line pull winch PN BO-2856 7.2.1 New components shall be painted in accordance with the following: (1) First Coat: Zinc Clad II HS inorganic zinc applies at 3-5 mils DFT. (2) Stripe: Coat all cut-outs, hidden welds, backsides of angles, edges, wire clips, and other hard to reach areas with Sherwin-Williams Seaguard 6000 MS White epoxy. (3) Second coat: Sherwin-Williams Seaguard 6000 HS Red epoxy 5-8 mils DFT. (4) Apply second stripe coat over same areas as first stripe coat using Seaguard 6000 White epoxy. (5) Third coat: Sherwin-Williams Seaguard 6000 HS Red epoxy, 5-8 mils DFT. (6) Fourth coat: Sherwin-Williams Acrolon 218 HS polyurethane applied at 2-4 mils DFT. Color to be 595 B Federal Color References number 27038 (semi-gloss black). 7.3 At the first availability of NOAA Ship Oregon II after renewal parts have arrived, remove old crane parts and install new parts. The performance period for the renewal and weight test shall be longer than 2 days. 7.4 Remove selective parts from old crane boom to be stored in the warehouse for spares. Dispose of remaining parts. 7.5 TESTING 7.5.1 Accomplish operational no-load testing of the crane checking for proper operations. After a successful operational test, perform weight test in accordance with reference 2.2 and an additional static load test using the following loads at full extension and zero boom angle: 4.050 Pounds, Safe Working Load 5.063 Pounds, 125-percent for Dynamic Load Test 6.075 Pounds, 150-percent for Static Load Test Delivery is required F.O.B. Destination to NOAA Ship OREGON II, Pascagoula, MS during the period June 5, 2009. The vessel is not available for an inspection prior to submitting a quotation. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. Quotes must be submitted to the Eastern Region Acquisition Division, 200 Granby Street, Room 815, Norfolk, Virginia 23510 by 12:00 P.M. March 3, 2009. Vendors are requested to provide a price quote for each Work Item (paragraphs 7.1, 7.2, 7.3, 7.4, and 7.5) and submit a copy of their certified weights certificate; any award resulting from this RFQ will be made based on lowest price and technical ability to complete requirement. Quotes must be submitted electronically either by fax to 757-664-3642 or via e-mail to Robin.Robin@noaa.gov. Inquiries will only be accepted via email to Robin.Resweber@noaa.gov. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. George Morris is hereby designated as the Contracting Officer's Technical Representative (COTR). The COTR may be changed at any time by the Government without prior notice to the Contractor by a unilateral modification to the Contract. The COTR is located at: 151 Watts Avenue, Pascagoula, MS. b. The responsibilities and limitations of the COTR are as follows: (1) The COTR is responsible for the technical aspects of the project and serves as technical liaison with the Contractor. The COTR is also responsible for the final inspection and acceptance of all reports, and such other responsibilities as may be specified in the contract. (2) The COTR is not authorized to make any commitments or otherwise obligate the Government or authorize any changes which affect the Contract price, terms or conditions. Any Contractor request for changes shall be referred to the Contracting Officer directly or through the COTR. No such changes shall be made without the expressed prior authorization of the Contracting Officer (CO). The CO may designate assistant or alternate COTR(s) to act for the COTR by naming such assistant/alternate(s) in writing and transmitting a copy of such designation to the Contractor. (End of clause)
