- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, intends to modify contract N68936-07-C-0004 on an other than full and open competition basis to change the required 8 fleet-fieldable prototype units identified in CLIN 0002 to 9 developmental StrikeLink (A) units and the associated data packages and documentation for the purpose of preparing a manufacturing baseline for future units. The StrikeLink (A) units provide the Harrier Fleet with a Variable Message Format (VMF) communications capability that is interoperable with other existing DoD airborne and ground systems. This procurement is a sole source to Stauder Technologies, Inc., 114 Mexico Ct, Saint Peters, MO, 63376-5102. Stauder Technologies has specialized in the application of DoD communications and has developed and implemented algorithms in a distinctive software package for the Target Location Designation Hand-off System (TLDHS)/StrikeLink ground station program used in conjunction with the StrikeLink (A) project which is predicated on the use of the already identified ground station. Stauder Technologies has developed the software package for the TLDHS/StrikeLink system and has unique and in depth knowledge, experi! ence, capability, and understanding of the AV-8B's current ATHS system that is not available by any other known contractor. Additionally, Stauder has already designed, developed, and delivered 2 lab prototype units and 3 flyable prototype units under CLIN 0001 of the contract thus showing they have the unique capability to produce the units within the AV-8B environment and therefore the only contractor who can perform the modification and the documentation within the delivery schedule. The services shall be performed at the contractor facility in Saint Peters, MO and on-site at the NAWCWD China Lake. The contract term will be extended an additional 30 months and the SOW will be revised to reflect this change. Award will be made on or about 10 April 2009. Any firms believing that they can provide the required services must submit a written response in accordance with note 22 clearly showing their ability to perform the work without compromising quality, accuracy, reliab! ility, and delivery of the product. Responses shall be submitted to Gary Trimble at the address noted below by 10 April 2009. See Note 22 and 26.
