Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is a 100% set-aside for Small Business Concerns under NAICS Code 541990 with a size standard of $7 million dollars. The USACE, Engineer Research & Development Center, TEC-Data and Signature Analysis has a need for the following: Line item 0001: Camera and Software, Onsite Installation and Training for camera and software system, Quantity 1, Unit: Lump Sum, Unit Price_____, Total Amount________. The camera and software should meet, at a minimum, all of the following characteristics: Camera Specifications: -Electron multiplier back-thinned frame transfer CCD -512 x 512 pixels -Pixel size d 16m -Binning capability of 2x2, 4x4 -Air/water cooled head -Pixel clock readout rate of 11 MHz (binned) -Variable EM gain of 1x or 4x up to 1200x -Ultra low light detection (photon imaging mode) -Variable readout speed of 30 frames/s to 400 frames/s (binned) -EM readout noise of 25 electrons at 11MHz -Full well capacity of 370,000 electrons -Forced air cooled temp of -75C at stable room temperature -Water cooled temp of d -80C -Dark current of 0.01 electrons/pixel/s (0.001 for water-cooled) -Variable exposure time (with min exposure d 30.5 ms) -External trigger mode (10s+ exposure) -16 bit -C-mount for lens Software Specifications: -Must be completely compatible with cooled, frame transfer, back-thinned, electron multiplied CCD camera listed above. -Ability to simultaneously acquire from two cameras. -Binary and 8-, 16-, 24-, 48-bit image display and processing -Arithmetic image operations -Shading correction and background subtraction -Basic image filters (sharpen, low pass, median filter, etc) -2D deconvolution -Dedicated Fluorescence Resonance Energy Transfer (FRET) dialog box -Time lapse acquisition -Spectral scan acquisition -Ability to color-combine or separate 24-bit or 48-bit images -Image histogram -Data logging and exporting -Customizable toolbars and windows -Overlay multi-fluorescent images -Image stitching The project Location is Topographic Engineering Center, 7701 Telegraph Road, Alexandria, VA 22315. All on site workers must be U.S. Citizens and Contractors shall provide names and social security numbers of workers prior to arrival on the job site. Technical POC is Ricky Massaro, 703-428-3644. All work shall be performed during normal duty hours. 0700-1700 daily. Period of Performance shall be 30 days from date of award. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable.
