- RFI RESPONDENTS CAPABILITY MEASUREMENTS STATEMENT OF BENEFIT TO USAF/DOD SYNOPSIS: In accordance with the Federal Acquisition Regulation (FAR) 35.017-3 “Using an FFRDC”, The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate is seeking sources for a potential requirement to make modifications to the current BioFlash biological detection system that is manufactured and marketed by Innovative Biosensors Incorporated (IBI). The BioFlash equipment is based on the Cellular Analysis and Notification of Antigen Risks and Yields (CANARY) technology that was developed by the Massachusetts Institute of Technology (MIT) Lincoln Laboratory (LL). Requirements for this task include modifications and improvements to the existing BioFlash equipment, validation testing to ensure the ability of the BioFlash equipment to sensitively and specifically detect threat agents of interest, and a feasibility study to determine whether this equipment and technology can be rapidly developed and adapted for use by the First Responder community. 1.0 BACKGROUND DHS is charged with prevention and deterrence of terrorist attacks, and protects against and responds to threats and hazards to the nation. DHS S&T, in partnership with the private sector, national laboratories, universities, and other government agencies (domestic and foreign), helps push the innovation envelope and drive development and the use of high technology in support of homeland security. DHS is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. DHS S&T is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. The First Responder community is in dire need of a fast, specific, sensitive, and reliable biodetection technology to aid in the evaluation of suspicious powders/suspect materials in order to facilitate public safety actions. The First Responder Technologies Program has identified the BioFlash capability as a potential short term solution to this capability gap after some engineering modifications and operational validation of the technology by the First Responder community. 2.0 STATEMENT OF NEED DHS S&T requires an organization that is knowledgeable with the IBI BioFlash equipment and the detection of aerosolized and non-aerosolized releases of biological materials in building spaces, the specificity and sensitivity and specificity of biological test methods, First Responder operational requirements, and assay interference issues. The Government is seeking an organization that can operate in the public interest with objectivity and independence, can fully disclose its affairs to the government, free from organizational conflicts of interest. This is not a Request for Quotation or a Request for Proposal. Any information submitted by respondents to this Request for Information (RFI) is strictly voluntary. This Sources Sought Synopsis is in support of market research and being conducted by DHS to identify qualified potential sources capable of fulfilling the above requirements. Interested parties shall submit a capability statement addressing the above statement of need. This capability statement shall not exceed three (3) pages in length.
