Description
Statment of Work (SOW) 2009-Q-11171 The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to Alschuler Associates LLC, 3611 RTE 5, East Thetford, Vermont 05043. A purchase order will be issued to Alschuler Associates to complete phase III for developing an Implementation Guide, establishing vocabulary / acronyms, and related tools maintenance for Clinical Documentation Architecture (CDA) for Healthcare Associated Infection (HAI) reporting to the National Healthcare Safety Network. Details of this requirement are further defined in the attached Statement of Work (SOW).The commercial services are being procured using simplified acquisition procedures in accordance with FAR Part 13, to exclude FAR Part 13.5. The authority for this sole-source acquisition is FAR 13.106-1(b). Justification for other than full and open competition is considered due to the continued need to match existing services for on-going studies being conducted by the CDC. Alschuler Associates LLC is believed to be the only source available that possesses intellectual property rights to proprietary information utilized in prior phases of the CDA for HAI reporting project (Phases I and II). Failure to acquire services from Alschuler Associates will preclude the use of such proprietary information during Phase III, thus will result in significant delay and possible termination of the Implementation Guide updates, the vocabulary development, and the enhancement of related tools required for CDC/ATSDR. Firms that believe they can provide the services as specified in the SOW are encouraged to identify themselves and give written notification to the Contracting Officer no later than 4:00PM Eastern Standard Time on March 12, 2009. Determination by the U.S. Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
