- Use this form to submit Proposals as this has date clarifications (line items) for the Washington, DC conference. AMENDMENT 1 - RFP – 192109CCO21000082 The following Questions (Q) and Answers (a) are provided to clarify any issues which may potentially be confusing in nature. 1.(Q) The Sleeping Room dates located on the “NSLD Washington, DC” worksheet line items indicated April dates while the rest of the worksheet indicates September dates. Which is the correct date to submit a proposal for? a.The Proposal Workbook contained an error on the ESLD (Washington, DC) conference worksheet tab. The Sleeping Room lines contained the wrong dates. The dates have been corrected. Use the Revised version of the Workbook attached instead of the original Proposal attachment. The correct dates are for September and not April. 2.(Q) Should my firm only submit the proposal workbook as our response? a.The Proposal Workbook is necessary for consideration in the response however it is not necessarily the only submission that is expected in an offeror’s proposal. Read the solicitation in its entirety as the solicitation includes the following information: 1.“A completed Hotel Contract with non-commissionable meeting rates shall also be submitted with your proposal, along with descriptive literature to include sleeping rooms, meeting room space, diagrams and square footage, information (availability/cost) on amenities of hotel i.e., parking, shuttle services; transportation to/from airport, and menus. As well as, “A response to requirements listed shall be submitted on letterhead and must address all requirements listed in a separate technical proposal.” Background: Attendees at conferences will not have personal travel capabilities and it necessary to evaluate accomodations which are to be indicated in each offeror’s response with the documents requested previously. 2.Offeror’s are advised to reread paragraph 5 of the Combined Synopsis/Solicitation concerning the Government position on use of certain paragraphs within the Firm’s Commercial Contracts. Additionally, any issues concerning any arbitration are to be conducted in accordance with the Federal Claims Act. 3.(Q) My firm can only provide services for one or two dates and/or locations. Can I submit a proposal for only those dates/location for which I can provide services? a.Yes. It is not necessary to submit a proposal for all conference locations/dates to be considered. Proposals are requested from firms to provide services for any or all requested dates however, if submitting a proposal for any one given date then it is expected that all services for that particular conference are to be provided as indicated in the solicitation located within the Proposal Workbook. The original combined synopsis/solicitation indicated that the action will be posted for 15 days. The correct calculation should read approximately “14” days. The original response date remains unchanged at 12:00 pm CST (Dallas) on March 12, 2009. Proposals are requested to be emailed only to eva.fulton@dhs.gov. Proposals received after 12pm will be considered nonresponsive.
