DE-SOL-0000299Notice Type: Presolicitation Synopsis: The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), is conducting a Market Survey to identify small businesses, smalldisadvantaged businesses and 8(a) certified businesses capable of conducting the program and management activities associated with the planning, implementing, and continual assessment of the operation of the DOE ENERGY STAR Program. Potential small business entities must also be able to develop and maintain the outreach and stakeholder infrastructure necessary to the implementation of the ENERGY STAR program. THIS IS A SOURCES SOUGHT SYNOPSIS for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and NO CONTRACT will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The objective of this requirement is to have the contractor plan, implement, and continually assess the operation of the DOE ENERGY STAR Program. The contractor will achieve those objectives by implementing the following steps: PROGRAM PLANNING AND IMPLEMENTATION?Develop ENERGY STAR Qualifying Product Criteria (Beyond Federal Standards).?Develop a strategy and schedule for development of new qualifying criteria for advanced product categories.?Conduct energy and related analyses for program implementation and measurement of the conduct and impacts of the ENERGY STAR program.?Develop a process for product testing and performance verification to ensure that qualified products are recognized and promoted by ENERGY STAR.?Metrics and Evaluation for the DOE ENERGY STAR Program.?Track and monitor the use of the ENERGY STAR label. PROGRAM IMPLEMENTATION?Establish the programmatic and outreach infrastructure to implement the program to build the ENERGY STAR Product Partner and Institutional Liaison capacity.?Establish the programmatic and outreach implementation of the program through Consumer Education for ENERGY STAR and through discrete campaigns and special events.?Establish the programmatic and outreach infrastructure to implement the program: ENERGY STAR Program Management and Reporting. The North American Industrial Classification System (NAICS) code for this effort is 541613 ? Marketing Consulting Services with a small business size standard of $7 million. The NAICS code is provided for use by businesses in determining their appropriate business size in response to the sources sought notice. For further information on business size definitions please refer to the Small Business Administration?s website at http://www.sba.gov/services/contractingopportunities/sizestandardstopics/indexguide/index.html. The magnitude of this effort is expected to be $9,000,000 or more per year. With specific emphasis to Energy Star, marketing, and disseminating information in a commercial environment, interested small business concerns should provide a concise description of the following information: 1.Interested business concerns must provide detailed descriptions of capability and demonstrated past experiences working with utility companies, appliance manufacturers and retailers.2.If subcontracting is anticipated, demonstrated experience in successfully managing subcontracts and a detailed description of how the Contractor guarantees the performance and participation of the potential subcontractor.3.Include your business size as it relates to the above stated NAICS code and size standard information listed. All interested small business entities responding to this market survey must submit their responses through FedConnect no later than 4:00 PM Easter Standard Time on March 17, 2009. Responses should be limited to the Contractors expression of interest, identification of business size, and demonstration of capabilities/experience based on the information provided.
