Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-09-T-0052. This acquisition is issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-30. (iv) This acquisition is set-aside for small business. The associated NAICS code is 443130. The small business size standard is $6.5 mil. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 Imaging System/Flight Follower System; type 630-001AS/C 1 each CLIN 0002 High speed framing camera with rates up to 200 million fps with 5 NS exposure Part Number IVV-UI 12/24 - 1 Each CLIN 0003 FastCam-SA1.1 Mono Chrome Camera 1 each (vi)Description of requirements: Salient Characteristics A: Flight Follower System type 630-001AS/C or equal 1) Entry of geometric set up parameters including; a. stand off distance b start sky screen detector position c. stop sky screen detector d. muzzle reference position e. entry of expected projectile velocity range f. entry of trigger delay (trigger delay) g. entry of projectile velocity correction factor h. entry of projectile drag coefficient factor i. print set up screen facility j. save and load set up data k. allows position of flight follower either on left or right of trajectory 2) Maximum weight 40 pounds a Dimensions - approximately 14-1/2 long and 3-3/16 wide and 4-1/8 high 3) Environmental housing for flight follower mirror and high speed camera with anti condensation heater and ventilation fan. 4) 60mm.95mm surface silvered mirror mounted on scanning motor in housing allowing azimuth rotation. 5) Gigabit Ethernet switch. 6) 100m Ethernet cable on drum to connect remote control computer to mirror control unit 7) 32 gigabit memory 8) Software capable of making ballistic measurements that pertain to each shot fired 9) 1 Photron SA-1.1 high speed mono camera system with 32GB memory. 286mm with capabilities specified in C; (11.26) L x 156mm (6.14) W x 191mm (7.52) H, weight 6.3kg (13.9lb) 10) Scan Ratio 1-100 11) Automatic calibration of mirror scan rate over either full operational range or partial operational range 12) Manual movement of mirror for setting up system including short cut keys for home 13) Set up and training of software B: High speed framing camera with 12 frames split into 24 pictures PN: IVV-UI12/24 or equal 1) MCP Image Intensified 1000 x 1000 x 12 bit ccd camera 2) Framing rates up to 200 million fps 5 ns exposures 3) Shall include: Camera head, 100 Meter Ethernet control cable, Nikon Bayonet lens mount, interface, special control Computer and special control software, power cable, manual & transit case 4) 1 Laptop with camera specific operating system which is compatible with the Amacon 200 software 5) Software capable of making ballistic measurements that pertain to each shot captured and is compatable with software already used for Amacon 200. 6) Training on specific operations of the cameras software C: Photron Fastcam SA1.1 or equal 1) 1k x 1k resolution per frame at 5400 fps 2) Software shall be made to order for software applications including full frame camera control and image storage/analysis/export options with ability to make ballistic measurements from captured images. 3) Protection built in mechanical capping shutter 4) 286mm (11.26) L x 156mm (6.14) W x 191mm (7.52) H, weight 6.3kg (13.9lb) 5) Operating temperature 0-40 degree Celsius 6) Selectable positive or negative TTL or switch closure 7) Up to 64 memory segments for multiple recordings in memory 8) 12-bit CMOS with 20 micrometer pixel 9) Global electronic shutter from 16.7milisecond to 2 microseconds independent of frame rate 10) Interchangeable F-mount and C-mount 11) Recording speed can be changed up or down by a factor of 2, 4, or 8 during recording 12) Heavy duty flight box of IP65 13) Composite and SDI video output for real time monitoring during set up, recording, and playback 14) Phase lock to IRIG or GPS time code 15) Capture 12-bit uncompressed data 16) Variable region of Interest 17) Recording modes to include start; end; center; manual; random reset; random center; random manual and dual speeds recording 18) Programmable delay on selected input and output triggers, 100ns resolution. Contractor shall ensure all equipment is capable of being used in a blast arena environment and in all types of weather. (vii) Delivery is required by 45 days ARO. Delivery shall be made to Shipping and Receiving, Bldg. 434, Aberdeen Proving Ground, MD 221005-5001. Acceptance shall be performed at the same location. The FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: none (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: EVALUATION CRITERIA a. The provision at FAR 52.212-2, Evaluation Commercial Items is applicable to this acquisition. Proposals will be evaluated in three areas: (1) ability to meet salient characteristics (technical acceptability), (2) past performance, (3) delivery and (4) price. Areas 1, 2 and 3 are of equal importance and when combined are more important than price. Price will not be scored but will be considered in the award decision on a best value basis. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Salient Characteristics (technical acceptability) - Evaluation will be based on the ability of the proposed product to meet the salient characteristics. Products must be clearly identified by manufacturer and model number and meet the salient characteristics listed. Failure to meet any of the salient characteristics may cause rejection of the offerors proposal. (2) Past Performance - Performance record of the proposed product in meeting technical specifications; the offerors ability to meet delivery schedules; the offerors record of servicing the proposed product (maintenance, product updates, warranty, etc.). Offerors must provide with their proposal at least two records of past sales of the proposed product (or similar products). Submit the company name of the customer and provide a point of contact and telephone number. Offerors are encouraged to submit with their proposal any correspondence with these companies that indicates quality of performance. (3) Delivery: Items must be delivered no later than 45 Days ARO (4) Price CAUTION TO OFFERORS: The purchasing activity is not responsible for locating or securing any supporting information. Accordingly, to ensure that sufficient information is available, the offeror must furnish as part of its proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity (i) to determine whether the product offered meets the specifications of the Request for quotation; (ii) to establish exactly what the offeror proposes to furnish and what the Government would be binding itself to purchase by making an award, and (iii) to evaluate the proposal in accordance with the evaluation criteria. The information furnished may include specific references to information previously furnished or to information otherwise available to the purchasing activity. b. The government reserves the right to award to other than the lowest price. The Government also reserves the right to make award without discussions or negotiations. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
