- Fort Sheridan is located in Lake County, Illinois, approximately 25 miles north of Chicago, Illinois, and 18 miles south of the Wisconsin state line along the western shore of Lake Michigan. The overall facility currently encompasses 712 acres, consisting of surplus property (406 acres), property owned by the Navy (206 acres), and property owned by the Army Reserve (100 acres). The Post was established in 1887 to maintain civil order following the Great Chicago Fire in 1871 and labor riots in the city in 1886. The installation subsequently operated as a training post for troops serving in the Spanish-American War, the Mexican Intervention of 1913, World War I, and World War II. Fort Sheridan is bounded by Lake Michigan to the east, the city of Lake Forest to the north, the city of Highland Park to the south, and the city of Highwood to the west. The three residential and commercial communities surrounding the facility have a combined population of approximately 54,000 people and a combined area of approximately 30 square miles. In 1988, Fort Sheridan was recommended for closure by the Base Realignment and Closure (BRAC) Commission. The Post ceased military operations as an Army facility in May 1993 and closed under the BRAC process. The southwest quadrant and the northwest corner (approximately 100 acres) of the Post were realigned to the U.S. Army Reserve Command. In January 1994, the southeast quadrant and a small area on the central west side of Fort Sheridan (approximately 206 acres) were realigned to the Navy for use as housing and administrative offices. The combined Army Reserve and Navy properties have been designated as the Department of Defense (DoD) Operating Units (OU). The property that comprises the remainder of the installation, designated as the Surplus OU, primarily consists of the golf course and the historic district. All of the Surplus OU has been transferred to Lake County and the surrounding municipalities for reuse. This requirement is for environmental remediation, investigation of munitions and explosives of concern (MEC), long-term monitoring (LTM), and operation and maintenance (O&M) services (consisting of lawn mowing services, cap repairs and implementation of land use controls (signage)) at Fort Sheridan, Illinois. The sites covered under this requirement are Landfill #1, Landfill # 5 (including Coal Storage Area #3), Landfill # 6, Landfill # 7 and the former AAA Firing Point B. Specifically, the Contractor will perform a MEC survey of two acres on AAA Firing Point B, complete the decision document process for Landfill #1, design and construct the remedy for Landfill #1, conduct LTM and maintenance of landfill #1 upon successful implementation of the remedy and conduct LTM and maintenance at Landfills #5 (Including CSA #3), #6 and #7.
