- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is NHLBI-PB-(HL)-2009-095-DDC and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-30. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $7.0m per annum. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH) National Heart, Lung and Blood Institute to procure the services for the Laboratory of Developmental Biology, DIR, NHLBI from Children’s Research Institute, 111 Michigan Avenue, NW, Washington, D.C., 20010 to continue the ongoing research collaboration project to identify novel gene and genetic pathways essential for mammalian heart development, as outlined below. Period of performance: The proposed period of performance for this service will consist of one (1) twelve month basic contract period and will include options to renew for three (3) twelve month periods. Background: The Laboratory of Developmental Biology, DIR, NHLBI has an ongoing project to identify novel genes and genetic pathways essential for mammalian heart development and to examine how these genes may contribute to human congenital heart disease. These studies entail work with both mouse models and translational work involving recruitment of human subjects to support protocols number CNMC IRB 4215. Objectives for the Procurement: The specific objectives of this research are the recovery of novel mouse mutations that cause congenital heart disease and the examination for the possible role of these mutations in causing human congenital heart disease. A clinical pediatric cardiologist with clinical knowledge in congenital heart disease, as well as research experience in cardiovascular development embryology, is essential in assisting with the recovery and analysis of mouse mutants with congenital heart defects. Technical Requirements: The contractor shall 1) assist with examining ultrasound data and histopathology findings to assist in the assessment of cardiovascular defects in the mutant mouse models; 2) provide oversight of studies being undertaken by fellows and postdoctoral fellows in the laboratory to characterize the structural heart disease in different mutant mouse models; and 3) be responsible for running human study protocols at the Children's Research Institute, including overseeing the recruitment and consenting of patients, evaluating clinical findings in the patients, overseeing medical fellows working on this clinical project, and the analyzing of data obtained from the human study protocols. Government Responsibilities: The Laboratory of Developmental Biology will provide all of the equipment, computer hardware and software required for this project. Reporting Requirements and Deliverables: This contractor shall present its work on a monthly basis in a seminar style presentation to the laboratory and, in particular, discuss the potential clinical relevance of any cardiovascular phenotypes observed amongst the mutagenized mice; 2) also report on the findings from the human study protocols; and 3) assist in manuscript preparation, preparation of abstracts for presentation at meetings, and where appropriate, initiate write up some of its own work as manuscripts for publication. Inspection and Acceptance Requirements: The contractor and the Government representative will meet once a month to discuss research findings and the plans for future experiments. The sole source determination is based on the need to continue the ongoing research collaboration project between the Laboratory of Development Biology, DIR, NHLBI, and the Children’s Research Institute. For the ongoing research project, the NHLBI requires a clinical pediatric cardiologist with clinical knowledge in congenital heart disease, as well as research experience in cardiovascular development embryology, to assist with the recovery and analysis of mouse mutants with congenital heart defects. Since the Children’s Research Institute started the project, it is to the Government’s best interest not to change the contractor at this time so that the integrity of the research will not be jeopardized. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1, only one responsible source and no other supplies or services will satisfy agency requirement. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations, however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether or not to conduct a competitive acquisition. The offeror must include in their quotation the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award, offerors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested parties capable of furnishing the Government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due five (5) calendar days from the publication date of this synopsis or by March 8, 2009 7:30am, Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(HL)-2009-095-DDC. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
