- Mandatory Demo FedBizOps announcement 25 February 2009 This amendment to notice N00019-09-R-0226 is to inform offerors that the STUAS/Tier II Flight Demonstration will be a mandatory component of the proposal for those offerors who intend to respond to the STUAS/Tier II Request for Proposal (RFP). Because of the additional mandatory requirements of the Flight Demonstration, the Government has extended the deadline for submission of range safety clearance documents. Offerors must submit hard copies of completed range safety clearance documents (attachments 1, 2 and 3, provided as part of the 22 December 2008 FedBizOpps announcement) postmarked no later than Wednesday, 01 April 2009 to NAWCAD China Lake Range Safety Office at the following address: Naval Air Warfare Center Weapons Division BLDG 31455 Range Control Center Range Safety Office Code 52330MD China Lake CA 93555 POC: Stephen R. Sutton Offerors who have previously provided range safety documentation are not required to re-submit these documents. Offerors are advised that any questions they have regarding the submission of range safety clearance documents shall be directed to the STUAS/Tier II Contracting Officer and are not to contact the Naval Air Warfare Center Weapons Division Range Safety Office directly. Contact information for the STUAS/Tier II Contracting Officer is: - Art Amses (AIR 2.4.4.2) Contracting Officer Email: arthur.amses@navy.mil Attachments should include offeror point of contact information to include name, email address and phone number. A Range Safety point of contact will be assigned and will contact the offeror point of contact to facilitate checklist review and range clearance. In addition, offerors are requested to email shipment confirmation to: - Greg Oliver, PMA-263 Assistant Program Manager for Test and Evaluation Email: gregory.oliver@navy.mil - Art Amses (AIR 2.4.4.2) Contracting Officer Email: arthur.amses@navy.mil Do not include completed attachments unless email can be encrypted with PKI technology. While the Government intends to conduct the flight demonstration phase on the Naval Air Warfare Center (Weapons Division) (NAWCWD) China Lake range, the Government reserves the right to change the location of the flight demonstration venue as required in order to accommodate changes in source selection planning and/or range availability due to department prioritization. If the venue changes, notification and instructions will be posted to the FedBizOps and PMA-263 websites. Proposal submission will be required prior to participation in the Flight Demonstration. The Government anticipates providing 45 days for offerors to submit proposals after release of the RFP. The Government intends to commence the Flight Demonstration approximately two weeks after the RFP submission deadline. It must be emphasized that all STUAS/TIER II offerors should plan on making their systems available to begin the Flight Demonstration at that time. Specific Flight Demonstration start dates will be provided at a later date to each offeror individually. In order to facilitate range planning efforts, the Government requests all offerors intending to submit proposals and participate in the mandatory Flight Demonstration to notify the STUAS/Tier II Contracting Officer, Mr. Art Amses, via email to the address provided above no later than 9 March 2009. Additionally, offerors who require the inclusion of foreign nationals as part of their demonstration team are required to have the foreign nationals submit an official visit request through their respective embassy in order to gain access to the NAWCWD China Lake range.
