THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. CURRENTLY THERE IS NOT A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE. The solicitation number will be announced in the formal pre-solicitation notice published herein at a later date. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of the Large and Small Business Communities. The type of solicitation that will be issued will depend upon the responses to this sources sought notice. If adequate responses are not received for small business concerns, the acquisition may be solicited on an unrestricted basis. The Naval Facilities Engineering Command Southwest (NAVFAC SW) and the Naval Facilities Engineering and Acquisition Division (FEAD), Monterey is seeking potential sources for a combination Firm Fixed Price/Indefinite Quantity Contract ! with a base period and four (4) one-year option periods, total contract duration shall not to exceed sixty (60) months. The scope of work will be to provide all labor, management, supervision, tools, materials, equipment, facilities, and transportation to effectively execute fire alarm and fire sprinkle systems maintenance and repair services (regular working hours and non-regular working hours) at the Naval Postgraduate School (NPS), La Mesa Village, Fleet Numerical Meteorology Oceanography Center (FNMOC), Monterey, California in accordance with annexes provided in Section C. The PWS is organized into annexes. Annex 1 is "General Information." Annex 2 contains the on-site project management and administration requirements. Annexes 3 through 18 contain the scope of requirements to include Facility Management, Facility Investment (facilities operation, sustainment, maintenance and repair) for Fire Alarm and Fire Sprinkle System maintenance and repair. The NAICS for this ! procurement is NAICS Code 811310 and is open for participation by all interested firms with specialized experience and qualifications required with a size standard of $7.0 M. This is not a request for proposal and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information in response to this sources sought notice. Information received as a result of this sources sought will become part of our market research to determine interest and capability of potential sources. Submit your capability statement to include: A) Company name, address, primary point of contact and phone number, company DUNS number and cage code, B) Company business size pursuant to the U.S. Small Business Administration definition, C) NAICS Code, D) Positive assertion indicating registration is complete in the Department of Defense Central Contractor Registration (CCR) database located at http://www.ccr.gov, E) A brief narrative of past experience in pro! jects of similar size, scope and complexity citing dollar value and whether or not your company was the prime contractor or a subcontractor, F) Explain what procedures you would employ to ensure you can meet schedule and performance requirements. Responses must be submitted in electronic form and may be attached to an e-mail addressed to lea.zumwalt@navy.mil. E-mails shall be no more than 10MB in size. The due date for responses is April 15, 2009. Please identify in the subject line of your response "FEAD MONTEREY MAINTENANCE AND REPAIR SERVICE CONTRACT". What is your company size under NAICS 811310, (Small Business Size Standard $7.0 M)? ___ Large ___ Small ___ 8(a) ___. Other, indicate category _________2. Does your company regularly engage in the business of providing Fire Alarm and Fire Sprinkle System Maintenance a! nd Repair Services within 100 miles of Monterey, CA? __Yes __No; 2(b) If so, please list the specific types of tasks/services provided. 2(c) How long has your company provided these types of services? 3. Please list any contracts your company is currently performing that would be considered the same as/similar to this effort (size, scope, complexity) as well as those you have completed within the last three years, including contract number, title, type, annual award amount, final contract amount and references with name and phone number. 3(b) Was this a Performance Based Service Agreements? 3(c) Identify the types of Service Calls, Preventive Maintenance, Indefinite-Delivery, Indefinite-Quantity functions performed; and whether your firm was the prime or subcontractor by function. 3(d) Were these contracts won competitively? If not, list those which were not. 3(e) Was award for these contracts made under Commercial Item? 3(f) Is your company performing these efforts successfully? (Indicators of successful performance as measured by percentage ! of award fee given or favorable past performance ratings; the absence of Contract Discrepancy Reports, deductions, Cure/Show Cause Notices, or Option Periods not exercised.) 4. Does your company normally submit a proposal as its own business entity or as a joint venture when competing for this type of work? When competing as a joint venture, list those firms with whom you were affiliated. 5. On the average, what percentage of the total effort does your company normally subcontract for the type of work proposed that is similar in size, scope and complexity? 6. What specific portions of this type of effort would your company elect to subcontract? 7. Does your company make it a policy and practice to seek out small disadvantaged and women-owned businesses for consideration in awarding subcontracts? 8. Has your company performed work in this geographic area and is your company familiar with the demographic, economic and labor profiles of the area? 9. Where would you plan to obt! ain your labor force to perform this type effort in the area? 10. What is the likelihood of you proposing on this contract? 11. How many other contracts have you proposed on in the last year?
