DESCRIPTIONProvide EMS billing services for Grand Canyon National Park, Arizona. SYNOPSISThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-26. The solicitation number is Q8226090012 and is issued as a Request for Quote (RFQ). NAICS code: 541219. No paper copies will be sent. Notifications of any changes will be made as modifications to this announcement. To receive an award, vendor must maintain a current registration at www.ccr.gov.The anticipated award date is on or about April 1, 2009. STATEMENT OF WORKThe service provider is responsible for the billing, collecting and remitting of monies owed to Grand Canyon National Park (GCNP), for emergency medical services (EMS) rendered via ground ambulance. This includes the following: --The contractor will provide for compliance with HIPAA (Health Insurance Portability and Accountability Act of 1996) Privacy Rule, which regulates the use and disclosure of certain information held by "covered entities," which includes medical providers and billing agents. The use and disclosure of Protected Health Information (PHI) is regulated by this rule. PHI is any information held by a covered entity which concerns health status, provision of health care or payment for health care that can be linked to an individual. --Completing and submitting Medicare Provider Enrollment Application (CMS 855B), Medicare Participating Physician or Supplier Agreement, Arizona Health Care Cost Containment (AHCCS) provider enrollment application, provider applications with major health insurance companies (e.g. Blue Cross-Blue Shield, Aetna, United Health Care and Cigna). Forms to be submitted to GCNP, Chief Emergency Service for signature.--Submitting HIPAA (Health Insurance Portability and Accountability Act of 1996) compliant claim forms to third party payers twice weekly.--Researching and assigning the Healthcare Common Procedure Coding System (HCPCS) or the ICD-9-CM (International Classification of Diseases, Ninth Revision, Clinical Modification). The ICD is used worldwide for reimbursement systems in medicine. --Submitting claim forms electronically to payers.--Reviewing of explanation of benefit forms (EOB).--Following up on claim that are pending or inappropriately denied.--Posting of payments received from third party payers and/or appropriate write-offs and patient responsibilities.--Monthly mailing of bills, until payment is received in full or balance is paid to a level considered satisfactory to the NPS, and positng of these payments.--Producing monthly financial reports showing the status of claims and monthly activity.--Reviewing of GCNP EMS documentation system in order to suggest ways to maximize reimbursement, and recommend changes as necessary to comply with regulations.--Auditing ambulance transport incidents twice annually to ensure billing paperwork has been submitted internally by NPS EMS care providers.--Provide in-service training (not exceeding four hours total) at Grand Canyon National Park, which is presented to EMS providers relating to EMS billing documentation.--Contractor capable of receiving reimbursement billing information from the NPS via emsCharts, an internet-based electronic Patient Care Report (PCR). Vendor will maintain compatible software capable of interfacing with emsCharts for medical billing purposes.--Any questions arising relating to unusual cases or relating to billing will be resolved at the NPS discretion through discussion with specified NPS personnel. Service provider is to maintain strict confidentiality of all protected health information, releasing information only as needed and as regulated by HIPAA standards. Provider is responsible to stay up to date and current on all regulations and standards ass they relate to medical billing and reimbursement. Provider is required to return all information concerning billing to GCNP at such time as services are discontinued and directed by the NPS. This contract will be for the period 4/1/09 through 9/30/09, with the possibility of four, one-year options. The National Park Service has the right to not exercise options. Quotes are due March 12, 2009, at 4:00 p.m. Mountain Standard Time (MST). Quotes may be faxed to Freddi Steele at 928 226-6989 or e:mailed to GRCA_Contracting@nps.gov. The FAR provisions at 52.212-1, Instructions to Offerors - Commercial Items, 52.212-2, Evaluation - Commercial Items, 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5, Contract Terms and conditions Required to Implement Statutes or Executive Orders - Commercial Items and any applicable addenda to these five provisions, apply to this acquisition. FAR provisions may be found at http://www.arnet.gov/far QUOTE TO INCLUDE INFORMATION ON PAYMENT FOR SERVICES:On the first of each month, the service provider will bill GCNP for _____ % of the gross receipts remitted during the previous month. Payment will only be made for monies actually received by GCNP. No payment will be made for monies billed, but as yet uncollected. Time spent on the completion and renewing of provider applications, forms and agreements will be billed at $____/hour. Grand Canyon National Park will be responsible for providing the following to the provider: --All information that is necessary fo the completion and/or renewal of provider enrolment applications to third parties; notifying provider when updates and/or changes are required. GCNP Chief of Emergency Serices will provide signatures as necessary;--Supplying accurate information for billing in a timely manner (to be based upon call volume). Information will include;--Patient identifier information;--Insurance provider information, if immediately available at time of care. Vendor may be required to obtain insurance provider information through the medical facility receiving the patient(e.g. Flagstaff Medical Center, Grand Canyon Clinic, etc.);--Medical information;--Ambulance transport details;--Copy of patient care report (PCR), which contains documentation of field care provided to the patient. EVALUATION CRITERIA (AMENDED)Proposals submitted will be evaluated on the following criteria: --Experience with medical billing;--Amount of accredited training received in the medical billing field, and verification that the service provider is up-to-date with medical billing regulations and standards;--Work history: collection rate (percentage of monies recovered), including past performance references;--Experience with processing billing for a government agency;--Ability to provide on-site training at Grand Canyon National Park;-- Ability to meet on-site with agency personnel as requested to resolve immediate billing issues, using the following time frames: ___On-site in less than 12 hrs; ___On-site in 12-24 hours; ___On-site in 24 hours or more. Award will be based on best value to the government.
