- The Uniformed Services University of the Health Sciences (USUHS) and Armed Forces Radiobiology Research Institute (AFRRI), Bethesda, MD intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1), with ADSTEC, Chiba, Japan, for service and maintenance on a HANABI-PII Metaphase Harvester, a HANABI Metaphase Spreader, and a HANABI-P3 Metaphase Harvester. These items are being procured as a commercial item in accordance with the procedures in FAR Pt. 12, Acquisition of Commercial Items, and FAR Pt.13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 500 employees. In accordance with FAR part 13.106-1(b)(1), Soliciting from a single source, for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ADSTEC is the manufacturer of the HANABI-PII Metaphase Harvester, HANABI Metaphase Spreader, and the HANABI-P3 Metaphase Harvester systems. The manufacturer is the only company that has specialized and technical knowledge as well as necessary tools, manpower and repair parts to maintain these pieces of equipment in an operable state. Contractor is to provide unlimited emergency (remedial) repairs on an as needed basis on the HANABI-PII Metaphase Harvester, HANABI Metaphase Spreader, and the HANABI-P3 Metaphase Harvester to include Preventive Maintenance (PM) inspection(s) during the period of performance. Contractor shall provide all labor, parts, materials, tools, transportation and management necessary to maintain and repair the HANABI-PII Metaphase Harvester, HANABI Metaphase Spreader, and the HANABI-P3 Metaphase Harvester, on an as needed basis in strict accordance with OEM service specifications. The contractor shall perform to the standards in this contract on government owned equipment located at the Armed Forces Radiobiology Research Institute (AFRRI), 8901 WISCONSIN Ave, BLDG. 42, Bethesda, MD, 20889-5603. Contractor shall provide technical support, application support, and operational assistance to Government personnel on an as needed basis via phone and on site assistance. This is not a request for quotes and a solicitation package will not be issued.
