Description
NASA/LaRC has a requirement for the Renewal of 57 LabVIEW software licensesassociated with an exisiting Multiple Seat License Agreement.NASA/LaRC intends to purchase the items from National Instruments which is the onlydistributor of LabVIEW. LabVIEW is a graphical programming language written anddistributed exclusively by National Instruments and serves as the primary software fordata acquisition and instrument control at NASA Langley Research Center. The software isneeded to conduct tests and experiments in several NASA LaRC facilities. In addition,NASA researchers use LabVIEW to develop software for data analysis and for conductingtests in other facilities. Changing to a product other than LabVIEW would require 6months or more to re-write software and address compatibility issues. This wouldsignificantly impact the operation of NASA facilities and NASA's ability to meet currentproject milestones.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 10, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An ombudsman has been appointed - See NASA Specific Note "B".Any referenced notes may be viewed at the following URLs link below.
