- Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL intends to issue a Firm Fixed Price (FFP), sole-source contract modification to Tactical Air Operations, Inc. (TAO), under contract N61339-06-D-0005, until the full scope of the requirement can be solicited competitively. An acquisition strategy is simultaneously being developed to competitively award the full scope of this requirement. This modification will provide instructional support in San Diego, CA on a turnkey basis, with the contractor providing all instructors, course materials, equipment and facilities for Static/Line and Free/Fall parachute training. The modification will increase the ceiling of the contract by $2,940,350.00 from $11,040,000.00 to $13,980,350.00. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. FAR 6.302-1 (a)(2)(iii)(A), states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
