Description
The Department of Health and Human Services (HHS) intends to issue a multiple-year (five years) sole source contract to Realty Associates Fund VII, LP for the leasing of 70,000 rent-able square feet at the Twinbrook Metro Plaza located at 12300 Twinbrook Parkway, Rockville, Maryland 20852. The lease facility for the rental of the 168 parking spaces, 156 block parking spaces and 12 reserved parking spaces, indoor/outdoor must be located within walking distance (.25 mile) from the Government Facility. The sole-source contractor is the only known source in the immediate vacintiy of the Government facility to have more than 70,000 square feet of related lease space. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.1. The Government intends to acquire the service as a commercial item. HHS anticipates the award of a firm fixed-price contract, with a base year plus four one year option periods. Interested parties may identify their interest by responding to the requirement. Interested parties must submit their capabilities and qualifications to perform the effort in writing to the point of contact identified below not later than 2:00 p.m. EST/EDT on March 9, 2009. Specifications Indoor parking facilities, or parking garages, are parking facilities within a structure. The levels can be underground above- ground, or both and they may coexist with other structures and uses. The parking facility needs to have a secure access control system in place since federal employees will occupy it. Outdoor parking facilities, or parking lots, are open, single-level paved lots. Outdoor parking lots need a paved surface with adequate storm water drainage. They require accessible entrances and exits and should be striped to efficient capacity, with directional arrows, curb stops, signage, and lighting. The parking facility needs to have a secure access control system in place since federal employees will occupy it. Need for Project/Supplies/Services Maintenance: The property manager is responsible for providing a parking operator responsible for daily cleaning and upkeep of the parking facility, including sweeping the parking decks in the garage with a riding sweeper. All accessible windows, parking equipment, traffic signs and mirrors, furniture, should be kept clean. Paint should be kept fresh looking; all stairwells and elevators should be well lit, clean, and odor-free. Lights should all be in working order. The property manager is responsible maintaining the structural integrity of building components, including parking decks, columns, ceilings, roofing, ramps, stairwells, and elevator shafts. Any capital expenditures – such as a new lighting system, extensive painting, or concrete repairs are the responsibility of the owner. In addition stripping and numbering shall be provided as necessary. Ventilation: Enclosed garages should have a carbon monoxide monitoring system and exhaust ventilation system Exhaust fans should tie into the carbon monoxide monitoring system for automatic operation and should also be operable by manual controls. Exhaust fans must be in operation during the entrance and exit rush periods to properly ventilate these enclosed areas. The carbon monoxide monitoring system and exhaust fans should receive routing preventive maintenance from qualified personnel. Electricity: Indoor garages must have good lighting so that drivers can safely navigate and the garage lights must function continuously to aid drivers and pedestrians in the facility. Lights should be checked daily, and burned out lamps should be replaced immediately. Replacing groups of light bulbs at scheduled intervals should be practiced as a proactive way to minimize the number of burned-out bulbs. Garages should be equipped with and emergency generator that can power most, if not all, of the support systems in the garage. Fire Protection: Garage structures must have automatic fire protection, including fire alarm and fire suppression systems. The sprinkler system should be inspected and tested on a regular basis and certified by sprinkler Maintenance Company. Parking garages should have fire alarm stations clearly marked and located on each level. The fire alarm system should be centrally monitored so that the fire department is immediately notified when a station is activated. Paving: Prompt repair of cracks or breaks in asphalt pavements should be practiced, the surface should be seal-coated periodically. Snow and Ice Removal: The property manger shall remove snow and ice from the lot to permit government employees to park daily. End of description A determination by the Government not to compete this proposed effort, based upon responses to this notice, is solely within the discretion of the Government.
