Description
This Is A Sources Sought Announcement For Purposes Of Conducting Market Research Only. There Is No Solicitation Available At This Time. Requests For A Solicitation Will Not Receive A Response. There is no planned procurement action associated with this program. The U. S. Army Natick Soldier Research, Development and Engineering Center (NSRDEC) is conducting market research to identify commercial sources, to include small businesses, of personal protection equipment (PPE) approved or authorized by the Department of Defense (DOD) for procurement and use by the military. The National Protection Center (NPC), NSRDEC, is creating an Advanced Personal Protection System (APPS) for Department of Homeland Security (DHS) users and first responders by using PPE components developed, approved and/or authorized for use by DOD. The objective of the APPS program is to improve survivability of DHS users and first responders by enhancing the interoperability of PPE components, reducing the operational burden caused by PPE, expanding the effectiveness of PPE against multiple threats and validating the operational suitability of the APPS under realistic operational conditions for each DHS user segment. In order to meet an aggressive program schedule, the NPC intends to leverage DOD technology investment in personal protection equipment, in accordance with the 2003 National Defense Authorization Act, Section 1401 to reduce the technical risk, lower the cost to validate performance of these PPE items, and accelerate the schedule for completion of the APPS. Current APPS user segments include U. S. Coast Guard Level One Ports, Waterways and Coastal Security units and law enforcement Special Weapons and Tactics teams. While many APPS operational requirements will be similar between these users, each user segment could have unique operational requirements based on operating environments and mission profiles. The APPS program is seeking the following DOD personal protection items: 1. Hot weather garments, to include headwear, handwear and footwear 2. Cold weather garments, to include headwear, handwear and footwear 3. Wet weather garments, to include headwear, handwear and footwear 4. Garments with flame resistance characteristics 5. Ballistic protection for the torso and extremities 6. Ballistic helmets 7. Ballistic protective eyewear 8. Communications headsets that can be integrated within a helmet system 9. Chemical-biological respirator masks and self contained breathing apparatus 10. Chemical-biological protective garments, to include headwear, handwear and footwear 11. Individual equipment, such as hydration systems, life jackets, etc. The PPE must have any one of the following designations for consideration of inclusion into APPS: "Service level approval, such as Type Classification, Fielding Deployment Release, Material Release, etc. "Approval for fielding under a DOD program such as the Rapid Fielding Initiative, Rapid Equipping Force, etc. "Authorization for use under a DOD program such as the Military Combat Eyewear Program (MCEP) Authorized Protective Eyewear List (APEL), Soldier Enhancement Program (SEP), etc. PPE items that have the following designations or characteristics are not considered valid DOD authorization or approval for use or fielding and will not be considered for inclusion into APPS: "NSN, NIIN, LIN or IDN designation "Listed on GSA schedule "Prior purchase and/or use by a DOD organization Respondents to this sources sought request shall submit: 1. Nomenclature and a physical description of their item or system. 2. Justification for inclusion in the APPS program based on the above criteria. 3. The DOD office responsible for development or acquisition of the item 4. A current Point of Contact and contact information in the office responsible for acquisition of the item. The information provided in response to this sources sought announcement will be verified through the respective program offices. Successful satisfaction of the sources sought criteria will result in inclusion of the item into a pool of candidates from which APPS components will be selected, based on the operational requirements of the users. The Government will not reimburse any business concern for any information submitted in response to this sources sought request. Submission of information or samples is voluntary. Any proprietary information will be held confidential. Business concerns submitting responses should indicate whether they are large, small, small disadvantaged, 8(a), HUBZone or service disabled veteran owned small business. Large business concerns are not prohibited from responding to this announcement. All product items submitted for consideration must adhere to the requirements of the Berry Amendment. The APPS program is a research and development program only. There is no planned procurement action associated with this program. All interested business concerns are required to respond to this sources sought announcement via email no later than 31 Mar 2009, 2:00 p.m. EDT.
