- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. EOAWA9RH115 is issued as a request for quotation (RFQ). To obtain a copy of the RFQ to include the Statement of Work, contact the contract specialist, Cathy Beckstedt at (614) 693-0113 or by email at Cathy.Beckstedt@dfas.mil. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. This requirement is full and open with no restrictions and the associated NAICS code is 519130 - Internet Publishing and Broadcasting and Web Search Portals and the small business size standard is 500 employees. The requirement is for online legislative congressional reporting, research, tracking and analysis services at the Defense Finance and Accounting Service (DFAS), Arlington, VA. These services shall be performed in accordance with the schedules provided in the Statement of Work in the solicitation. This is a total performance contract in that all contract requirements must be maintained at all times. The resulting contract will be for one base year and include two (3) one-year option periods. The base year period of performance is to be April 1, 2009 through March 31, 2010 with inspection and acceptance at destination and F.O.B. destination. The following provisions apply to include any addenda - 52.212-1, Instruction to Offers – Commercial; 52.212-2, Evaluation – Commercial Items, 52.212-3, Offeror Representations and Certifications – Commercial Items (offerors are to complete when returning their offer); 52.212-4, Contract Terms and Conditions – Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders – Commercial Items apply to this acquisition. The Defense Priorities and Allocations System (DPAS) assigned rating is DO-C9.
