Description
The National Cancer Institute (NCI), Office of the Director (OD), plans to procure on a sole source basis with Dr. Arnold Kaluzny; 102 Pine Lane, Chapel Hill North Carolina 27514. The contractor will, provide recommendations and guidance on evaluation strategies for the NCI Community Cancer Centers Program (NCCCP). The North American Industry Classification System Code is 541990 and the business size standard in $7.0M. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The NCI is developing a program to accelerate the delivery of cancer care and research in community-based locations through the development of an NCI Community Cancer Centers Program (NCCCP), which will enable the provision of state-of-the-art, multi-specialty care and early phase clinical trials. The program will improve the reach to 80-85% of cancer patients across the country who do not have access to NCI-designated Cancer Centers. The contractor shall develop an evaluation plan of the program is needed to develop both qualitative and quantitative metrics to measure success of the pilot program. The program includes plans to increase the number of participants in NCI-sponsored clinical research studies. The plans will be implemented using demonstration projects and provide for input from a range of stakeholders. Contractor Requirements: The contractor shall provide recommendations and guidance on evaluation strategies needed to convert these concepts into appropriate research questions, definition of metrics and evaluation criteria to measure success of the pilot. Participation in specific evaluation components, advisory committees, and communication strategies are also needed. The contractor must have the following background in order to be qualified to successfully carry out the requirements: •Public Health Policy background of at least 20 years: Leadership experience in the conduct of review and evaluation processes of community cancer care. This must include academic credentials and demonstrated publications of the evaluation of NCI-sponsored programs in community cancer care that reach those with healthcare disparities. •Extensive research experience as evidenced by at least 20 years in organizational factors affecting program implementation change in a variety of health care organizations. •Extensive experience as evidenced by at least 20 years with continuous quality improvement initiatives in both organizational and primary-care settings. •Extensive experience as evidenced by at least 20 years in the study of alliances within healthcare. The evaluation of the NCI NCCCP requires both familiarity with NCI programs and community cancer care, as well as expertise in the review and evaluation process. There are few individuals with this combination of knowledge base and skills. NCI has identified one uniquely qualified individual: Dr. Arnold Kaluzny. Dr. Arnold Kaluzny is a Professor Emeritus of Health Policy and Administration, School of Public Health, and Senior Research Fellow, Cecil G. Sheps Center for Health Services Research, University of North Carolina at Chapel Hill, Chapel Hill, NC. Dr. Kaluzny has both the unique background and expertise to contribute to the evaluation plan of the NCCCP pilot program. He is a nationally known evaluator of governmental institutions. He is the author of “Managing a Health Care Alliance – Improving Community Cancer Care.” His research has focused on organizational factors affecting program implementation and change in a variety of health care organizations, with specific emphasis given to cancer treatment, prevention and control, continuous quality improvement initiatives in both organizational and primary care settings, and most recently, the study of alliances within health care. In all these endeavors, a major focus has been to strengthen the science base of policy and practice. He has been associated with the NCI in a variety of roles for many years. From 1991 through 1995 he was a member of the Board of Scientific Counselors for the Division of Cancer Prevention and Control at the NCI, and served as the Chairman from 1993 to 1995. He has had extensive interactions with the DCI Division of Cancer Prevention over numerous years. Dr. Kaluzny has served as a consultant to a number of private research organizations and various international, federal, and state agencies, including Project HOPE, the World Health Organization, the American College of Surgeons, the National Cancer Institute, the Joint Commission on the Accreditation of Healthcare Organizations, the Department of Veterans Affairs, and the Agency for Health Care Policy and Research. Dr. Kaluzny’s expertise with evaluation and review of programs combined with his extensive knowledge and understanding of the NCI and programs make him uniquely qualified to lead the development and implementation of an external evaluation process of the NCCCP program. Dr. Kaluzny is the only known source with the appropriate expertise and knowledge of NCI who can fulfill the NCI’s requirements. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET on March 18, 2009 to Melissa Marino, Contract Specialist. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to marinome@mail.nih.gov. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
