- The United States Environmental Protection Agency (EPA) intends to award a sole source requirements contract (under a joint Venture) to the Center for Asbestos Related Disease (CARD) and St. John’s Hospital (St. John’s), both of Libby, Montana, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 12, Commercial Acquisition Procedures. The EPA has developed and tested a database system that will collect and analyze data related to the human health risk resulting from asbestos amphibole exposure in Libby, Montana. This sole source contract is for data collection of X-rays and CT-scans as well as specialized health risk monitoring of the patients in Libby, Montana, for a period of 12 months. The CARD and St. John’s Hospital are the only local entities that provide clinical care to patients exposed to the Libby amphibole and are experienced in asbestos related disease identification, treatment and health management issues. Additionally, the CARD is the only entity that maintains the local study cohort (currently roughly 2600 patients) necessary to support EPA’s research and monitoring efforts. Together, the CARD and St. John’s Hospital perform a critical role in collecting and analyzing digital images, X-rays and CT-scans for the Libby patient population. This notice of intent is not a request for competitive proposals; however all responses received within 5 days of this notice will be considered by the Government. Interested parties who believe that they are qualified to perform these services for the stated 12- month period must submit documentation to be evaluated that details the following: 1.Extensive (more than 8 years) experience with human health risks related to asbestos exposure, specifically the type found in Libby, Montana; 2. Evidence of local presence and community involvement in the Libby, Montana metro area defined as within 30 miles of the geographic center of Libby, Montana; 3. Past performance in providing database management, data collection, monitoring, conducting surveys, health risk assessment specific to asbestos related exposure of similar scope; 4. Experience (more than 8 years) in protecting personally identifiable data; 5. Extensive (more than 8 years) experience in developing a cohort and working within small isolated communities. The applicable NAICS code is 541712. The determination to proceed on a sole source basis is solely within the discretion of the Government.
