- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to modify an existing purchase order - HHSN273200800230P - and negotiate on a sole source basis with Clyde Rogers, Durham, NC 27703, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This modification will allow existing animal care services currently being performed to include these services for an additional laboratory at NIEHS. These services will be included in the initial performance period from 4/1/2009 through 9/14/2009. The existing purchase order has an initial performance period with four (4) one-year option periods. Animal care services are provided on weekends and holidays (approx. 160 hours/year). Services include routine animal care, injections to synchronize ovulation and blastocyst production, recording data of birth litters, weaning, and general monitoring of health for transgenic and knockout mouse breeding and study colonies. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Clyde Rogers. The NAICS Code/Size is 561990/$7.0 Million. This procurement is to be processed using Simplified Acquisition Procedures-Commercial Item Acquisition in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
