- The US Army Contracting Command Joint Munitions & Lethality ContractingCenter, Picatinny Arsenal, NJ in support of the Office of Project ManagerCombat Ammunition Systems is seeking qualified sources for a five yearEngineering Support contract for the Block Ia unitary warhead variant of theM982 Excalibur, a 155mm artillery projectile. The purpose of this contract is to address various Excalibur Block Iarequirements to include; cost reduction initiatives, system engineering,producibility efforts, life cycle sustainment, technology refresh, trainingmodels, reliability growth, and development and qualification efforts relatedto potential international interoperability activities. The Excalibur Program is for a Precision-Guided, Extended-Range family of155mm projectiles to deliver precise, lethal, cost effective fires at rangesof up to 35 km and greater. The 155mm Excalibur projectile will enable the maneuver commander to precisely defeat critical targets while minimizingcollateral damage and unexploded ordnance. This program supports therequirements of the US and Swedish Armies. It uses an incremental developmentapproach with time-phased improvements in performance capabilities. Thefirst release (Block Ia-1) began production in FY05 and is currently inproduction. The second release (Block Ia-2) is undergoing final performanceand operational testing and concurrently began production in FY07. To be considered, all interested sources must provide requested informationand data in response to the following: (a) Provide a detailed description ofyour knowledge of the Excalibur technical data package, (b) evidence ofmanaging cost reduction / producibility efforts on precision munitions (c)evidence of managing reliability growth efforts, and (d) evidence of managingdevelopment efforts related to international interoperability. All responsesto this market survey are required to be in English. This market survey isfor information and planning purposes only, and does not constitute a Requestfor Proposal (RFP). The market survey is not to be construed as a commitmentby the U.S. Government. No award will be made as a result of this marketsurvey. All information is to be submitted at no cost or obligation to theGovernment. The Government reserves the right to reject, in whole or in part,any private sector input as a result of this market survey. The Government isnot obligated to notify respondents of the results of this survey.
