- FISC Norfolk Philadelphia Division intends to procure services in support of the Deputy Chief of Naval Operations for information (OPNAV N3N5). Services required are comprised of an analytic paper & workshop that focuses on the strategic environment in East Asia. It is intended to solicit the services of the Center for Naval Analyses, of Alexandria Va., on a sole source basis. A sole source award to the Center for Naval Analyses (CNA) was deemed appropriate as they are the only organization with the required technical capability, assets, and resources necessary to conduct a study of the scope and depth anticipated. CNA possesses staff with the required security clearance level, access to domestic and foreign resources germane to topic (Asian security experts), team members with required multi lingual capability and a foundation in analyses of China security issues. This acquisition will be solicited on a sole source basis with the Center for Naval Analyses of Arlington Va. A firm fixed price contract is anticipated. The NAICS code for this effort is 541990. The proposed contract action is services for which the Government intends to solicit and negotiate with only Serene Corporation on a sole source basis pursuant to FAR 6-302-1. Serene Corporation is the only known provider of the services required at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement.. This notice of intent is not a request for competitive proposals. However, all capability statements received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
