- This is a pre-solicitation notice for a contractor to provide all labor, materials, equipment, tools, supervision, and transportation to perform riverbank stabilization on the Valley Railway at MP 53.78 in Cuyahoga Valley National Park, Summit County, Ohio. The project involves stabilization of a railway embankment along the Cuyahoga River using a rock riprap toe below a five-layer lift of soil wraps and a turf reinforcement mat constructed of properly compacted soil. In areas were fine grained soils and/or mosit conditions are present a curtain drain will be extended from the top of the observed area, along the keyed interface. An estimated 630 tons of riprap and 1800 tons of select fill will be needed for the project. The total length of bank to be stabilized is approximately 350 L.F. and averages 30 feet high. Work will need to be coordinated so as not to disrupt the Cuyahoga Valley Scenic Railway train schedule and continual coordination with the railway will be required. It is anticipated that all materials will need to be brought in to the work site on high rail equipment. The project performance period is 90 calendar days after issuance of the notice to proceed. The NAICS code is 237990. This project will be awarded as a Total HUBZone Set-Aside, offers will be solicited only from HUBZone small business concerns. The estimated price range for this project is between $100,000 and $250,000. The solicitation with specifications, drawings, bid schedule, and wage rates will be posted to the websites http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about March 19, 2009.
