- The Naval Air Warfare Center Aircraft Division Lakehurst NJ has a requirement for the following commercial services which are Internet-World Wide Web (I-WWW) access and distribution of government and industry specifications, standards, and supply data. Under the contract, NAWCAD Lakehurst will procure I-WWW access to, and electronic distribution of, copies of industry specifications and standards, military specifications and standards, and federal government supply data. The solution will be an integrated solution which provides all of the features in a unified, hyperlinked system to minimize overall operational costs to the Navy. The Government intends to procure this service under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1. Information Handling Services (IHS), Englewood, Colorado is the only known source with the knowledge, experience and technical data necessary to provide the information data in the required format. All the required standards and data shall be available to any NAWCAD Lakehurst employee via the Navy Marine Corps Intranet (NMCI) and the Internet. Access shall be available to all buildings and personnel of the NAWCAD in Lakehurst NJ that have LAN and Internet access, as well as to NAWCAD Lakehurst employees at the Voyage Repair Team sites located in Bldg LF-53 on the Norfolk Naval Station in Norfolk, VA and in Bldg 160 on the Mayport Naval Station in Mayport FL. Access shall be compatible with the current T-1 lines used on the NMCI Lakehurst Intranet. No special software or hardware shall be installed in, or attached to, any government computer to allow access to the specifications. The services shall be available at all the sites and buildings stated above. The services shall be available twenty-four (24) hours per day, seven(7) days per week. The user of the service shall have access to all of the data (specifications, standards, supply data) in a hyperlinked system which allows maneuvering within each document and screen, provides rapid linking and access to referenced sub-tier specifications and standards, and which further allows downloading of the data to the user’s PC. The service shall have the capability of viewing and printing directly from the user’s PC. Data shall be downloadable to the user’s PC and be convertible into commonly used software packages such as Microsoft Excel, Access, Adobe Acrobat, etc. for interpreting, manipulating, and using the data off-line. All services shall be provided for a period of one (1) year. The system shall provide access to, and electronic distribution of, specifications, standards, and procurement data from the following SDO’s: (1) Society of Automotive Engineers (SAE), including Ground Vehicle Standards, Aerospace Standards and AMS. Access shall be for two (2) concurrent users of the standards. (2) The Aerospace Industries Association (AIA), including those formerly known the National Aerospace Standards (NAS). Access shall be for five (5) concurrent users of the standards. (3) The American Society for Testing and Materials (ASTM) International. Access shall be for two (2) concurrent users of the standards. (4) IEEE, Inc. (formerly known as the Institute for Electrical and Electronics Engineers, Inc.). Access shall be for two (2) concurrent users. Access shall be to adopted and supplemental standards and specifications. (5) Logistics and parts data for Department of Defense stock numbered items. Access shall be for ten (10) concurrent users of the data. (6) Standards adopted by the Department of Defense (DOD). Access shall include active adopted specifications and standards as shown in the Department of Defense Index of Specifications and Standards (DODISS) and shall be updated at least monthly. The access shall be to all active DOD adopted specifications from all Standards Developing Organizations (SDOs) excluding the Society of Automotive Engineers (SAE) International, the Aerospace Industries Association(AIA), the American Society of Mechanical Engineers (ASME) International, and the American Society for Testing and Materials (ASTM) International. Access shall be for two (2) concurrent users of the standards (7) Military specifications and standards (MILSPECS) that have been cancelled or discontinued, active MILSPECS as shown in the Department of Defense Index of instructions, including active directives and instructions authorized and approved by the DOD, the Secretary of the Navy(SecNav), the Chief of Naval Operations(OpNav), the Naval Air Systems Command (NAVAIR), Naval Sea Systems Command (NAVSEA), and the Space and Naval Warfare Command (SPAWAR) and shall be updated at least monthly. Access shall be for five(5) concurrent users of the standards (8) the American Society of Mechanical Engineers (ASME) International, including boiler & pressure vessel codes. Access shall be for two(2) concurrent user of the standards. The contractor shall hold two(2) full day level one training sessions. The Government intends to procure this service under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1. All responsible sources may submit a quotation which, if received in a timely manner, shall be considered by the agency.
