Description
Description 1. This Request for Information (RFI) is issued for informational purposes only and neither constitutes a solicitation nor a commitment by the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although proposal and offeror are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. 2. Aeronautical Systems Centers 667 Aeronautical Systems Squadron is soliciting information to identify possible sources to provide a 360 Degree Situational Awareness Camera System. This system would operate at altitudes at or above 10,000 feet and act as a hostile fire indicator system to provide aircrew with the ability to virtually scan the outside of the aircraft for hostile ground threats that would possibly target them. This system is part of a broader Persistence Strike Package (PSP). The purpose of the PSP program is to add a modular PSP to a medium lift cargo aircraft, to include a medium caliber gun and Stand-Off Precision Guided Munitions (SOPGM).3. Respondents to this RFI should describe their ability to meet and/or exceed the following objectives:a. The system, while in operation, shall not compromise the aircraft, completely passive system for covert operations.b. The system shall have a wide field coverage (360 degrees around aircraft stitched video of optical cameras for 360 view around aircraft) looking down. The hostile fire indicator shall operate in straight and level flight and bank angles up to 45 degrees, as well as climb/dive operations.c. The system display may be full color, must be readable during the day, data will be displayed on a monitor.d. The system shall provide the user the ability for an aircrew member to see hostile fire that is occurring on the ground and particularly hostile fire that is being aimed at the aircraft, including small/medium/large caliber guns, Rocket Propelled Grenades, shoulder fired missiles and SAM missiles.e. The system should give the same (or better) resolution as normal visual acuity.f. The system should be compatible with a Helmet Mounted Display and be able to cue an operator to a hostile fire location.g. The system shall be reliable and function for a minimum of one (1) year.h. The system should run on minimal a/c provided power.i. The system should minimize movement, when used in an airborne environment..j. The system shall be able to operate reliably anywhere in the global environment, from sea level to 40,000 ft.k. The system must be ready for production and delivery within one (1) year of contract award.l. The system shall have a short timeline to detection (~0.95). n. The system shall have Low false alarm rate (<1hr-1). o. The system shall have an accurate angle of arrival. p. The system shall have sufficient detection range to enable aircrew to detect a threat. q. The system shall provide Geo-location of weapons fire. r. The system shall provide classification of weapons fire if it is random or in route to aircraft. s. The system shall provide recognition of weapons fire and location to the operator t. The system shall provide handoff to appropriate counter-measures capability.u. The system shall be composed of Commercial-Off-The-Shelf components as much as possible.v. The system shall be highly reliable.w. The system shall leverage commercial research and development of high quality optics, electronics components, detection algorithms, electro-optical devices, video stitching, and protective coatings.x. The system displays shall be capable of showing video form stitched video and show full 360 degree view around aircraft and be capable of zooming in on an area when a threat is detected.y. The system shall provide cueing in two ways: 1) to cue the operator to a weapons launch and 2) to cue countermeasures and possibly weapons.z. The system shall be effective in high clutter environments.aa. The system shall reject solar clutter in causing the system to false alarm.4. The government has particular interest in production ready systems (i.e. systems at a Technical Readiness Level (TRL) 7-9). Systems not meeting TRL level 7 should include current schedule to achieve this TRL.The TRL levels are defined as:7- System prototype demonstration in an operational environment8- Actual system completed and flight qualified through test and demo9- Actual system flight proven through successful mission operations5. Responses shall be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office with no macros. Two (2) copies of the CD submittals shall be submitted. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked Proprietary/Competition Sensitive Information. Two (2) paper copies should be submitted. Paper copies must be clearly labeled Proprietary/Competition Sensitive Information on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will also be accepted.6. Responses must be received no later than 1200 EST, 20 March 2009.
