Description
In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore, any company anticipating interest in future projects should immediately begin the processes that will be required, by contacting the Delegation of Industry. They have two offices, one in the Madrid province and one in the Andalucia province. The telephone numbers are: 011 34 91 580-2100 (Madrid) and 011 34 95 504-8620 for Andalucia. The United States Air Force intends to solicit proposals (FA5575-09-R-0002) for Firm-Fixed Price contract for the Repair of Fuel Vehicles Parking Lot in Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 23 March 09. The contract will consist of a period of performance of 300 calendar days. Contract magnitude is between $500,000 and $1,000,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. SCOPE OF WORK: The work includes, but is not limited to, the following items: Basic Package: Civil Work: - Demolish existing pavement. - Soil excavation until subgrade. - Subgrade explanation. - Place and compact natural terrain in trenches. - Place and compact 30 cm thickness crushed aggregate layer. - Place and vibrate 15 cm thickness concrete pavement. - Install pavement joints. - Construct trench drain. - Construct 22710 liter secondary containment. - Construct 2 culverts. - Construct 1 rip-rap. - Construct a storm drain. - Construct 2 fence gates. - Adjust manhole to finish grade. Mechanical Work: - Install underground PVC pipes and accessories between the secondary containment and the oil/water separator (OWS). - Install 2 underground gate valves and accessories. - Install two OWS and accessories. - Install hydrocarbon level alarm system. - Install pumping well. - Install submersible pumps, pipes, valves and accessories. - Install pumping well level control system. - Install underground PVC pipes and accessories between the pumping well and the OWS. - Install underground PVC pipe and accessories between the pumping well and ditch. Electrical Work: - Demolish existing electrical system. - Excavation and compaction. - Relocate existing concrete posts as indicated in the corresponding drawing. - Relocate existing generator as indicated in the corresponding drawing. - Connect the new cable of the generator to the existing in the new handhole as indicated in the corresponding drawing. - Furnish and install 12470/120-208V 50 KVA transformer. - Furnish and install outdoor disconnecting switch with fuses. - Furnish and install electric manholes. - Furnish and install conduits and halogen-free RV-K 0.6/1 KV cables corresponding to the new electrical installation and of diameter and section as specified in the drawings. - Furnish and install prefabricated concrete electric main panelboard. - Furnish and install prefabricated concrete electric pump drains panelboard. - Furnish and install lighting panelboard (protection, contactors, photocell, etc). - Furnish and install grounding system (rods, cables, etc). General Work: - Repair areas affected by the execution of the project. - Final cleaning. - Delivery of As-Built drawings. Additive Item N.1: - Paint traffic markings. Additive Item N.2: - Demolish existing pipe, install new underground water pipe and accessories, hose bibbs on monolith, connected to the existing installations. - Perform road crossing by mole for new water pipe. Additive Item N.3: - Furnish and install lighting fixtures (posts, lamps, etc.). A proposal must be submitted for the basic package as well as for additive items 1, 2 and 3 which may be awarded at a later date as funding becomes available. The priority of the additive items will be stated in the solicitation. The Government anticipates and reserves the right, to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation documents. In order to be awarded a contract by the U.S. Government, the company must be registered in the Central Contractor Registry (CCR), contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.ccr.gov NOTE: You must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. To obtain a Data Universal Numbering System (DUNS) Number you can contact Dun and Bradstreet and request one by calling: 902446688. To obtain a NATO CAGE code you must fill out the form found in : http://www.dlis.dla.mil/Forms/Form AC135.asp Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
