- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HSCG27-09-Q-3-PD390 is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,000 employees. This is an unrestricted solicitation. The U. S. Coast Guard intends to award a firm fixed price contract to Rolls Royce. Rolls Royce is the original equipment manufacturer (OEM). The requirement consists of tools utilized on the C130J Coast Guard aircraft. The USCG does not own, nor can it provide drawings or specifications of these items. The requirement consists of the following items utilized on the C130J Coast Guard aircraft. The cage code for all of the items listed is 63005. Item (1) Stand, Maintenance, Engine, P/N 23053577, Quantity 1 each, Item (2) Adapter, Yoke, P/N 23066561, Quantity 1 each, Item (3) Yoke, Universal JOI, P/N 23055704, Quantity 1 each. Delivery is desired within 6 months. Earlier deliveries will be accepted. F.O.B. Destination is requested as the F.O.B. point for the Deliverables. Deliver to USCG Air Station Elizabeth City, Attn: SKC T. Ettinger, 1664 Weeksville Road, Hanger 49, Elizabeth City, NC 27909. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to destination and transshipment to Coast Guard units without repackaging or incurring damage during shipment and handling. Packaging material shall not consist of the following: popcorn, shredded paper, Styrofoam of any type, or peanut packaging. Items shall be individually packaged and labeled. Labeling shall include the appropriate National Stock Number, Part Number, Nomenclature, Quantity, Purchase Order and Line Item Number. Labeling data shall be attached to the outside of the shipping container. Bar coding is not required. The internal packaging material shall be sufficient to prevent damage during shipment, handling, and storage. Each unit shall be packaged to protect against electrostatic damage. Preservation protection must be sufficient to prevent corrosion, deterioration or decay during warehouse storage for a period of one year, but no preservation coating will be applied directly to the component. Only new items are acceptable. The contractor shall furnish a Certificate of Conformance in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. Certificate of Conformance must be submitted in the format specified in the clause. Offerors shall be able to provide necessary certifications including trace ability to the OEM to ensure parts are in airworthy condition, suitable for installation on an U. S. Coast Guard aircraft.
