Description
The Federal Law Enforcement Training Center (FLETC), Glynco, GA, intends to solicit and award a firm-fixed price order for 100 cases (250 rounds ea) of 12 GA #4 Buck Reduced Hazard Training Ammunition (RHTA). FOB DESTINATION. Delivery is to be made to Brunswick, Georgia, 31524, 15 days after receipt of order. Quotes will be evaluated on conforming to the Reduced Hazard Training Ammunition specification listed below, price and delivery date. The reference number for this announcement is 09FAD0034. This is a combined synopsis/solicitation for a non-commercial items prepared in accordance with FAR part 13. This announcement constitutes the only solicitation; a quotation is being requested and a written request for quotation will not be issued. This requirement is not set-aside using the North American Industrial Classification System (NAICS) code of 332993. The following FAR Clauses apply to the Synopsis/Solicitation and any subsequent award: 52.213-4 Terms and Conditions - Simplified Acquisitions (Other than Commercial Items) (quotes will be evaluated on conforming to specification, delivery date and price) Please specify delivery date on quote. DELIVERY HAS TO BE MADE NO LESS THAN 15 DAYS ARO- NO EXCEPTIONS. Please submit MSDS sheets with your quote. To view the clauses in full text, visit http://farsite.hill.af.mil/VFFARa.htm. Specification for RHTA: Environmental Health and Safety RHTA shall utilize components that minimize hazards to personnel and the environment. The ammunition and all of the component parts shall be free of lead and the other top ten substances listed on the 2007 CERCLA Priority List of hazardous Substances. A product is deemed free of lead if it tests at less than or equal to 1 mg/l of lead using Toxic Characteristic Leaching Procedure (TCLP) analysis on the entire proposed round to include all of its component parts. The manufacturer shall supply the certified TCLP analysis, to include all 8 RCRA metals, prior to acceptance. In addition, any and all ammunition components shall not cause the Action Level (AL) or the Permissible Exposure Limits (PEL) as established by the Occupational Safety and Health Administration (OSHA 29 CFR 1910.1000) to be exceeded in a training environment. Either of these conditions shall be cause for disqualification and/or rejection at the discretion of the FLETC. All RHTA and component parts shall be designed to minimize the generation of hazardous waste. All RHTA proposed for delivery must have the Material Safety Data Sheet(s) pre-approved by the FLETC prior to shipment and delivery. Quotations must be submitted NLT 2:00 p.m. EST on March 9, 2009. The required format for submission of quotations is at the discretion of the offeror; however must include delivery date and MSDS sheets. Vendors must be approved and registered in Central Contractor Registration ( www.ccr.gov ). Lack of registration in the CCR will make an offeror ineligible for award.
