Description
The National Institute on Drug Abuse (NIDA) is soliciting proposals from qualified small business under the Small Business Administrations 8(a) program (NAICS 541611/$7 Million Dollars) concerning the following: The contractor shall provide NIDA with publishing and communications support services primarily through creating publications and materials, operating NIDA’s exhibit program, and other projects to assist the Public Information and Liaison Branch (PILB) in its efforts to disseminate the results of drug abuse research. The Contractor shall develop action plans to reach target audiences, create and execute yearly exhibit plans, assist in the creation of products such as fact sheets, brochures, flyers, booklets, materials for the web pages and other new media venues, create graphics/visuals, and perform other services necessary to support NIDA’s communications efforts. NIDA anticipates the award of one cost plus fixed fee contract for a period of 2-years with 3 twelve-month option periods. Request for Proposal (RFP) No. N01DA-9-1139 will be available electronically on or about March 23, 2009. You can access the RFP through the FedBizOpps (URL: http://www.fedbizopps.gov) or through the NIDA website (URL: http://www.nida.nih.gov/RFP/RFPList.html). All information required for the submission of a proposal will be contained in or accessible through the RFP package. Response to the RFP will be due on or about May 14, 2009. NIDA will consider proposals submitted by any responsible, qualified 8(a) offeror. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government’s requirement with a commercial item within 15 days of this notice. This advertisement does not commit the Government to award a contract. The proposed contract is 100% set-aside for current SBA certified 8(a) concerns. Offers from other than eligible 8(a) concerns will not be considered.
