Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This solicitation is being issued pursuant to the procedures at FAR 12 and FAR 13.5. This requirement is for Qty 1, new, not previously sold, High Speed Mixed Signal Test System for Secure Laboratory. Specifications available on request. Options will include: 1. Service Contract for each of the next 4 years; 2. Speed upgrade from baseline rate to Maximum rate in the year 1; 3. Vector Memory Upgrade in Year 2; 4. Additional Pin I/O cards in Year 2. This procurement will be negotiated on a competitive, commercial basis in accordance with FAR 6.1, "Full and Open Competition." Delivery and inspection/acceptance is required F.O.B. Destination with in 8 to 12 weeks of contract award. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors. The solicitation will be available on or about 27 April 2009 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and NECO. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
