- This is a Historically Underutilized Business Zone (HUBZone) set-aside source selection procurement. This procurement consists of one solicitation with the intent to award up to ten (10) indefinite delivery indefinite quantity (IDIQ) design build construction contracts. The work (tasks) will generally provide all design, labor, transportation, equipment, materials, tools, supplies, engineering, supervision, and administration services needed to complete the scope of work. The scope includes new construction, renovation/modernization and routine repair/maintenance of Government shore-based facilities at various locations on Guam. The work shall also include sampling, testing, removal, and disposal of lead contaminated paint, asbestos and other hazardous materials. Occasionally work may be required at Federal or military facilities and installations in the Northern Mariana Islands. A Seed Project will be issued with the solicitation. One contract will be awarded ! with the Seed Project as the minimum guarantee to the best value Offeror. Up to nine (9) additional contracts will be awarded with a minimum guarantee of $25K each for the base period only. Offerors shall submit with their offer a bid bond in the amount of 20% of the total proposed price of the Seed Project. The contract term will be a base period and four (4) option periods. Each period will consist of 12 months. The aggregate estimated amounts are the combined total of all awarded contracts for each respective period. The aggregate estimated value of the ten contracts will be $50M for the base period, $75M for the first option period, $75M for the second option period, $100M for the third option period, and $100M for the fourth option period. The total for all periods is $400M. Award will be made to the responsible offerors whose proposals, conforming to the Request for Proposal, will be most advantageous representing the best value to the Government from a technic! al and price standpoint. Price will be based on the Seed Project. After award of the initial contracts, the awardees will compete for task orders based on either best value or low price technically acceptable to the Government. North American Industry Classification System code is 236220 Commercial and Institutional Building Construction and the annual size standard is $33.5M. The proposed contract is limited to Historically Underutilized Business Zone (HUBZone) concerns that appear on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. Offers received from concerns that are not HUBZone small business concerns shall not be considered. Offerors can view and download the solicitation at https://www.neco.navy.mil when it becomes available on or about 20 March 2009. The due date for receipt of proposals is approximately 30 calendar days from the date of issuance of the solicitation. All interested offerors shall register at the website.
