Description
The proposed contract action is a modification to Contract No. DABQ03-03-C-0070 for additional Electric Utility at Fort Richardson, Alaska. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. Interested companies shall respond to this notice by providing the following information: 1) Company Name, 2) Address, 3) Point of Contact information with telephone number and email address, 4) Cage Code, 5) Capabilities information/statement showing that the company has the ability to fulfill the Government requirement as described herein. The contractor shall be able to comply with all requirements described herein to be considered capable. Requirement Description: The Contractor shall provide the full electrical requirements of Fort Richardson up to an estimated 20 MW, as defined under the Section: Electrical Specification, below. ELECTRIC SPECIFICATION Description of Requested Electric Service: The Contractor shall provide firm electric energy service to Ft Richardson, Alaska, a US Army military post near Anchorage, Alaska. The service shall be one circuit of 34.5KV, three-phase, four wire, 60 Hertz, alternating current, delta connection and two circuits of 12,470V / 7,200 volts, three-phase, 60 Hertz, alternating current, wire connection. This service shall be continuous and reliable under all conditions, except acts of God and public enemy. The service and all installations shall meet National Fire Protection Association (NFPA), National Electrical Code (NEC), National Electrical Safety Code (NESC), and Institute of Electrical and Electronic Engineers (IEEE) standards for utility and distribution type systems and equipment. As required by the NESC, the Contractor shall provide the following minimum number of personnel on call, available for 24hr / 7d maintenance applicable to Fort Richardson service: three Linemen, one Engineer and one Technician. Minimum response time of two hours and maximum restoration time of four hours for various levels of outages due to transmission lines, substations, transformers, switch gear (primary equipment between generation and FRA connection) are required. The Contractor shall have, at a minimum, the following mobile and portable equipment used to restore service in the event of an equipment failure: line truck, Derrick (pole support truck), auger, tree removal equipment, desirable transformer / substation. The Contractor shall prepare a contingency plan which analyzes the proposed power supply configuration and indicates the various failure modes and the planned reaction. The plan shall illustrate how the Contractor would use their equipment and manpower to respond to a situation identified by SCADA, to meet the response and restoration times required by this Scope of Work. Estimated Electrical Requirements: Based on historical data and expected growth, the required amounts of power to be provided by the Contractor are: a. Estimated Service Demand: 16,000 KW b. Estimated Maximum Demand: 20,000 KW c. Estimated Maximum Annual Consumption: 115,000 MWh Points of Delivery: The point(s) of delivery shall be at the existing primary Spartan substation owned by Doyon Utilities, adjacent to the CHPP, Building 36012, in Fort Richardson, Alaska. Additional connection points will be considered, into other locations on the existing base circuits. Billing meters shall be installed on all service points. Metering, Billing and Monitoring: Service shall be measured at 34.5KV / 12.5 KV, three-phase, by watt hour meter. Charges will be billed in accordance with RCA Approved Tariff. The contractor shall supply and maintain the meters. Doyon Utilities will supply all necessary interconnection and service entrance equipment beyond the 34.5 and 12.5 KV boundary at the Substation (Hospital) located on Elmendorf AFB and at the CHPP, Fort Richardson. The Contractor shall have a Supervisory Control and Data Acquisition (SCADA) system capable of monitoring and controlling the system feeding Fort Richardsons substation. At a minimum, the SCADA must be capable of monitoring watts, voltage, current, vars / power factor, cycles, KWh accumulation, as well as controlling major switching apparatus and relays remotely. The Contractor shall also provide on-line, real-time access to the Government Utility personnel at Ft. Richardson for monitoring of the load for watts, voltage, vars / power factor, cycles, current, KWh accumulation and demand for the electrical system. The Government Utility personnel at Ft. Richardson shall also be given access to an instantaneous view, a 12 month rolling history and archived data for the full contract term, available electronically by request. Background: The incumbent contract is scheduled to end on 15 April 2009. The Government is preparing a competitive solicitation for the electric service requirement for Fort Richardson, Alaska, as shown above, for a base period of 10 years. This modification is being issued to continue service under the current contract while the Government prepares the solicitation, which was delayed resulting from discussions with Elmendorf AFB regarding a consolidation of requirements. The Performance Period for this modification action is anticipated to be two months in duration (15 April through 14 June 2009) to allow for the solicitation time and the required external reviews. The estimated value for the two month period is $820,000.00. This notice of intent to award a sole source modification is NOT a request for competitive proposals. The NAICS code is 221119. The size standard is 4 million MW hours. The Government requirement is for a firm fixed price contract for Electric Utility Service for Fort Richardson, AK. RESPONSES TO THIS SOURCES SOUGHT NOTICE SHALL BE emailed to kathy.wooldridge@us.army.mil. NO fax or traditional mail submissions shall be accepted. This is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms intending to provide submittals must submit detailed information indicating their ability to meet the Governments requirements. All inquiries must be received by 5:00 PM (Alaska Time) on 20 March 2009.
