- This is a “Notice of Intent” to “Sole Source” a purchase order, Federal Business Opportunity (FBO) posting number “HQ002890238602”, for commercial items (television programming) posted in accordance with Office of Federal Procurement Policy Memorandum dated 17 APR 2006, as supplemented with additional information included in this notice. This government requirement, if solicited, would be advertised as an “unrestricted” procurement with provisions and clauses in effect through Federal Acquisition Circular 2005-27 dated 17 SEP 2008. Contractors must be registered with the Central Contractor Registration (CCR) database (http://www.ccr.gov/) at time award is issued and throughout performance. The government intends to award a “Sole Source” 1-year purchase order to contractor “The Associated Press Div AP TV/News” for the license renewal (35 computer seats) of the Associated Press-Electronic News Production System (AP/ENPS) software that is used by the Naval Media Center to facilitate the production of news stories for broadcast to the fleet. CLIN 0001: AP/ENPS software (license: 35 persons) is an exclusive search technology that allows journalists to retrieve content from all areas of the system to research, write scripts, collaborate, publish, and plan productions for news stories within a unified software architecture. AP/ENPS has drag-and-drop customizable interface, can seamlessly connect multiple stations of a single enterprise, integrate and control external media systems through the Media Object Server (MOS) protocol, complete off-line and remote access capabilities, prompter software included, and detailed on-line and CD-based customized training modules. This “Notice of Intent” is not a request for competitive offers/quotes/proposals. A determination by the Government to compete this solicitation will be based upon responses to this notice at the sole discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted within the close of the publication of this notice TO BE RECEIVED NO LATER THAN 2:00 PM PACIFIC TIME MARCH 13, 2009 IN ORDER TO BE CONSIDERED.
