The United States Marine Corps, 11th Marine Expeditionary Unit is requesting propposals to provide the below listed items for the below mentioned period of performance. This is not a commitment by the Government. This is a Request for Quotation. As such, responses to this solicitation are not considered offers, but are instead quotations. In those instances where the words offer, offeror, and proposal are used, the reader should understand that the use of such words does not change the nature of this Request for Quotation. The Marine Corps will NOT be responsible for any costs incurred by interested parties in responding to this RFP. The NAICS Code is 532490 – Other Commercial and Industrial Machinery and Equipment Rental and Leasing. Classification Code is W – Lease or Rental of Equipment. Type of Contract. The Government intends to award a fixed price contract as a result of quotations received in response to this solicitation Request for Quote Issued (RFQ): March 2, 2009 Vendor Questions/RFIs due by: March 4, 2009 by by 2:00PM PST (****The Government will not be obligated to answer questions received after that time.****) Request for Quote Close (RFQ): March 6, 2009 by 2:00 PM PST EVALUATION OF QUATOTATIONS: The Government will award a contract resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: a. Technical: The overall technical merits of the quotation, including the Contractor’s compliance with the solicitation requirements. b. Past Performance: Whether the company has recent, relevant past performance. Past performance is considered relevant when it is work of a similar scope and magnitude. c. Price. RFP SUBMISSIONS: Email submissions must be limited to less than 2MB. The quoter should confirm receipt of facsimile and email submission. The data shall specifically include the fully burdened hourly wage rates by bid category for staff, role players, and technicians. Volume 2: Technical Quotations: Technical quotations should not contain price information. The following information should be included as part of the technical quotation: Tab 1: Executive Summary: Include the quoter’s company background and the structure of any joint venture, teaming arrangement, etc. Tab 2: Description of Logistic Plan to set-up, maintain and take-down bed down area. Tab 3: Experience: Provide information that details whether the quoter, and/or subcontractors, has/have relevant experience with the type of work requested by this solicitation. Volume 4: Past Performance: Provide up to five (5) past performance contacts for federal, state, or local government contracts of a similar scope and size. Provide: contract number, point of contact(s), position description(s), phone number or email address, the dollar value of the contract, and a brief description of the work performed. To facilitate timely award of this contract, quoters are authorized and encouraged to submit their past performance contacts prior to submission of their quotations. NOTICE OF SET A SIDE: This acquisition is set aside for: SB: Small Business EVALUATION CRITERIA FOR THIS ACQUISITION: Past Perforamce, Technical and Price: REQUIREMENT (Reference the PWS) The following supply or service is required to support 11th MEU MAGTAFEX 09-02 at Fort Hunter Liggett, CA. Period of Performance: Saturay, March 21, 2009 to Wednesday, April 8, 2009 Price Quote should include: delivery, pick up, rental, and labor for: • Portable Restrooms, serviced every other day, Qty 40 • Hand Wash Sinks, serviced every other day, Qty 10 • Trash Dumpster, serviced daily, Qty 5 • Light Towers with fuel, Qty 20 • Laundry Trailer with 12 washers and 12 Dryers, cleaning service, Qty 1 • Shower Trailers, 8 Units per with cleaning service, Qty 5 • Tents, Qty 35 (MUST BE WATER PROOF WITH FLOORING, HABITABLE WITH ELECTRICAL OUTLETS AND LIGHTING) • Generators, 70kw, Qty 7 (Need to be (tactically) quiet. Tents will be in rows and will have a 20' utility lane between them. Side by side tents can be placed 3' apart • Power Distribution, Qty 35 • HVAC for 35 tent units • Potable Water Truck with operator for daily service • Grey Water Truck with operator for daily service • Fuel for services • Forklift with operator, Qty 1 • Crew Members for installation, service and tear down • Mobilization Fee • Demobilization Fee ADDITIONAL SPECIFICATIONS: Voltage for tents and equipment: Should be 120 for contractor provided lighting and electrical outlets. Tents will also have HVAC. HE washers, dryers and shower units will require what is necessary to run their equipment. All generators will need to provide enough power to tents. All tents will have a minimum of 12 electrical outlets (2 per), HVAC, and stuficent lighting. Tents will have a minimum of 20 personnel living in each. Plan on Marines needing to charge cell phones and bring laptops or tv's. Hair dryers and electric razors could also be used. Generator Shift usage: - Single Shift; less than 100 hours (for the time frame specified) - Double Shift; less than 150 hours (for the time frame specified) - Triple Shift; unlimited usage (24/7) Set-up details: The entire facility will need to be set up by the contractor and maintained throughout the duration. A small amount of Marines (100) will arrive at FHL on 21 Mar and will require tents for the evening. All camp set up will be complete by 1200 24 March 09. Contractor will need to provide fuel from a truck. Continuous Service: The contractor will provide all fuel in support for generators, forklift and support vehicles (i.e. gray water and fresh water trucks, port a john services and dumpster support). The facility will run 24/7. Service: Rental of SHOWER TRAILERS SERVICE: Shower points must include fresh and gray water requirements per National Training Center guidelines. Shower points must include generator support and daily cleaning. Contractor will deliver the equipment directly to EACH FOB. Contractor shall ensure equipment is serviceable and ready for use on the first POP day. Contractor shall provide repair and / or replacement services for the leased equipment within 24 hours. Any repairs or replacements for the leased equipment not serviced within 24 hrs of notification, will not be charged to the U.S. Government. Please note, due to the nature of the training exercises conducted, the POP dates may shift slightly. In the event this happens, the Contracting Officer will notify Contractor within 12 - 24 hrs to make adjustments accordingly. The US Government shall not be charged for equipment returned early. (c) In addition to the clauses listed in paragraph (e) of the Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items clause of this contract (FAR 52.212-5), the Contractor shall include the terms of the following clauses, if applicable, in subcontracts for commercial items or commercial components, awarded at any tier under this contract: (1) 252.225-7014, Preference for Domestic Specialty Metals, Alternate I (APR 2003) (10 U.S.C. 2533a). (2) 252.237-7019, Training for Contractor Personnel Interacting with Detainees (SEP 2006) (Section 1092 of Public Law 108-375). (End of clause) 52.232.9650 Wide Area WorkFlow-Receipt and Acceptance USMC WIDE AREA WORKFLOW IMPLEMENTATION (AUG 2006) To implement DFARS 252.232-7003, "ELECTRONIC SUBMISSION OF PAYMENT REQUEST (JAN 2004)", the United States Marine Corps (USMC) utilizes Wide Area WorkFlow-Receipt and Acceptance (WAWF-RA) to electronically process vendor requests for payment. This application allows DoD vendors to submit and track Invoices and Receipt/Acceptance documents electronically. The contractor is required to utilize this system when processing invoices and receiving reports under this contract/order, unless the provision at DFARS 252.232-7003(c) applies. The contractor shall (i) ensure an Electronic Business Point of Contact is designated in Central Contractor Registration at http://www.ccr.gov and (ii) register to use WAWF-RA at the https://wawf.eb.mil site, within ten (10) calendar days after award of this contract or modification. Step by step procedures to register are available at the https://wawf.eb.mil site. The USMC WAWF-RA point of contact (POC) for this contract is Ms. Judy Vinzant and can be reached at (760) 725-3418. The contractor is directed to use the "Combo," “2-in-1,” format when processing invoices and receiving reports When entering the invoice into WAWF-RA, the contractor shall fill in the following DoDAAC fields or DoDAAC extensions: (Contracting Office should fill in the following table at time of award to assist contractor with entering data in WAWF-RA) In some situations the WAWF-RA system will pre-populate the “Issue By DoDAAC”, “Admin By DoDAAC” and “Pay DoDAAC”. Contractor shall verify those DoDAACs automatically entered by the WAWF-RA system match the above information. If these DoDAACs do not match, then the contractor shall correct the field(s) and notify the Contracting Officer of the discrepancy (ies). Step by step WAWF-RA invoicing procedures for “Combo,” “2-in-1,” and “Cost Voucher” are available at the USMC paperless site at http://www.marcorsyscom.usmc.mil/sites/pa/ under “Vendor Interface” section. On the Vendor Interface page click on “WAWF-RA” header at the top of the page. Under downloads on the WAWF-RA page that appears, click the appropriate document either “Combo,” “2-in-1,” or "Cost Voucher” to download the instructions. Before closing out of an invoice session in WAWF-RA, but after submitting the document or documents, the contractor will be prompted to send additional email notifications. Contractor shall click on “Send More Email Notification” on the page that appears. Add the acceptor’s/receiver’s email address (Note this address is their work email address not their WAWF-RA organizational email address) in the first email address block and add any other additional email addresses desired in the following blocks. This additional notification to the Government is important to ensure the acceptor/receiver is aware that the invoice documents have been submitted into the WAWF-RA system. NOTE: The POCs identified above are for WAWF-RA issues only. Any other contracting questions/problems should be addressed to the Contracting Officer or other person identified in the contract to whom questions are to be addressed. (End of clause)
