Description
The U.S. Army Edgewood Chemical Biological Center (ECBC), Chemical Biological Radiological (CBR) Technology Evaluation Branch, in support of the Defense Threat Reduction Agency (DTRA) Capability Area Program Office (CAPO) for Detection and Chief, Chemical Biological Point Detection Branch, Edgewood Chemical Biological (CB) Center, are sponsoring in FY 2009 Technology Readiness Evaluation (TRE) 09-2. The TREs purpose is to evaluate advanced chemical agent identification technologies for the Joint Chemical, Biological, and Radiological Agent Water Monitor (JCBRAWM). Vendors both domestic and international are encouraged to respond to this opportunity with hardware and data demonstrating a Technology Readiness Level (TRL) 5 or higher. Vendors are being sought that have a detection system capable of identification of Chemical Warfare Agents (CWA) by class in water. Vendors will respond to this opportunity with descriptions of hardware and data that demonstrate the following: (a.) performance capability to automatically detect and identify the presence or verify the absence of CWA as follows:HD (Sulfur Mustard) at 140 ug/L; AC (Blood Agent HCN) at 6 mg/L GD and VX (Nerve Agents) at 12 ug/L); (b.) with and without chlorine (up to five (5) Part Per Million (PPM)); (c.) Set up time in ten (10) minutes or less, start up time in five (5) minutes or less at 25 degrees Celsius, and detection and identification response time of twenty (20) minutes; (d.) 80 % probability of correct detection and identification; (e.) lightweight and man-portable, (compact hardware kit); and (f.) easy to operate, maintain and is cost efficient. In addition, include in your proposal descriptions of the size, weight, power requirements, sensitivity, limits of detection, agents identified with and without chlorine, technology employed, system maturity (technology readiness level), ease of operation and maintenance. Vendors will be invited to a test to be held at U.S. Army ECBC, Aberdeen Proving Ground, MD (Edgewood area). The test duration will be approximately four (4) weeks, during May and June 2009, in which Government personnel will operate vendor systems. Vendors must provide one (1) of their systems to test and a spare system for backup. Vendors will provide training of their system operations, operating instructions and/or manuals to Government personnel prior to the Operational Readiness Inspection. The Operational Readiness Inspection, a preliminary test, will be conducted over one (1) or two (2) days prior to start of the TRE samples. This will allow for adjustments to vendor systems with known samples. No subsequent adjustments will be allowed. The vendor systems will be tested with low concentrations of chemical agents in aqueous solution. The vendor systems undergoing test will be decontaminated and depending on the system configuration components or the entire system may not be released by the Government. This will be further discussed with vendors prior to start of testing. To be responsive to this announcement, vendors must supply their white paper proposal (contractor format, font size 12, Portable Document Format (PDF)) in writing to U.S. Army Research, Development and Engineering Command (RDECOM), 5183 Blackhawk Road ATTN: AMSRD-ECB-RT-DE (Daniel M. Nowak), Building E3326, Aberdeen Proving Ground, MD 21010, no later than close of business 6 April 2009. Concurrently, an electronic copy of the white paper will be placed in this electronic Drop Box [https://dropbox.apgea.army.mil/cgi-bin/dropbox.pl]. Access to the ECBC drop box can be accessed from any Browser. The Recipient Email Address for the Drop Box is: monica.kelley1@us.army.mil. Only PDF format is acceptable for information submitted. Your files have a special prefix designation of JCBRAWM identifier, followed by your company name, and then the name of the file. For example: JCBRAWM_Chemical_ONI-Art_whitepaper.pdf. DO NOT use blank spaces in the file name and the file name is not case sensitive. Electronic submissions will be accepted in addition, but not in place of the written submissions. Vendors are asked to provide an electronic photo of their hardware as a separate submission concurrent with the white paper proposals. Commercial applications of vendor hardware should be revealed as well. In addition, indicate the name of the Point of Contact (POC) for your company, the POCs telephone number, FAX number, email, and complete company mailing address. The U.S. Army is under no obligation to select any participating technologies. TRE 09-2 will offer participants an opportunity to obtain unique performance data that can be used in their development work.
