Description

The Phase-4A Construction Documents Bid Set was completed on June, 9, 2006 but was deferred due to budget constraints. USDA has a need to re-activate this project, but the contract documents must be updated to the latest building codes for competitive bidding. A. SCOPE OF SERVICES: •1. Meet with the Contracting Officer and the Project Management staff to confirm direction, agency requirements and schedule. Floors 1, 3 and 4 will be occupied as per the plans dated June, 9, 2006 set. However, the agency groups that will occupy the space have been changed. Revise the programming to the extent of assisting occupants in accommodating their new organizational groups into the existing plan. Although, the partitions and workstations will remain unchanged, some offices and conference room areas may be reprogrammed to accommodate system furniture. Server rooms will be reprogrammed as staff occupied space and reconfigured accordingly (eliminate supplemental HVAC and Electrical.). This will be included in the revised Base Bid. Installation of two (2) additional transformers in vault # 6 and necessary connections to the existing switchgear is added to the scope as part of the Base Bid. Provide low voltage lighting controls for corridor lighting only. The low voltage lighting controls for private offices and open area offices should be revised with occupancy sensors and toggle switches. Day lighting controls for private offices and open area offices should be explored. Floor -2 will remain as shown in the bid set plan dated June 9, 2006 and will become new Option-1. Floors 5 and 6 will be designed as generic office spaces per the space standards prepared by HOK in the POR for the USDA Lease Consolidation dated June 2007 and become new Option-2. Fifth Wing elevators identified as Option-3 in the bid set dated June 9, 2006 will remain unchanged. 2. Review all documents, now over two years old for compliance with current building codes, including ADA, allocable in District of Columbia and prepare a report for USDA outlining any required modifications for incorporation. 3. Revise and update the construction cost estimate dated June 9, 2006 to reflect new Base Bid and Options 1 thru 3. •4. Attain as high a LEED certification for Existing Building or LEED Silver for Commercial Interiors or the highest possible LEED rating as was originally designed in Phase-4A. •5. Modify existing drawings and specifications to delete all roof work for the sixth floor outside walks (moats) and revise the cost estimate accordingly. This work was done under a separate construction contract last year and is under warranty. •6. Provide Post Construction Contract Services (PCCS) and Record Drawings and full time inspection services in accordance with IDIQ Contract dated September 2004, Section C.8. Provide PCCS for the Base Bid of the contract only. PCCS for the options will be negotiated and awarded at a later date contingent upon Government funding.
