Description
NASA intends to extend Contract NNA05BE29C with L-3 Communications VertexAerospace, LLC. on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), Only OneResponsible Source. The objective is to extend the period of performance period for fourmonths. The current Contractor provides aircraft services for aircraft operations, maintenanceand research at NASA Ames Research Center, as well as operation of the Moffett FederalAirfield. These services will support research, technical investigations, scientificstudies, airworthiness activities, flight operations and safe and efficient operation ofthe Federal Airfield. The services required involve the following technical areas: mechanical systems, electrical/electronics systems, instrumentation, software and datasystems to support NASA Ames Research Center. This extension will allow for acontinuation of services to ensure program continuity and critical mission support andavoid significant technical impacts while a competitive follow-on acquisition iscompleted. The extension will extend the period of performance of the current contract, NNA05BE29C,for a period of four months, June 1,2009 through September 30, 2009, and increase thecontract value for the period of the extension. The current contractor, L-3, isconsidered the only contractor that can meet ARC's needs given the short periodperformance for the extension.Awarding a four month contract to another source, at thesame time evaluations in support of the recompetition of the follow-on contract is inprocess, would not allow for a sufficient phase-in period, thereby affecting the seamlesscontinuity of services and causing unacceptable delays in fulfilling ARC's requirements.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later 4:00 PM PST on March 23,2009. Such capabilities and qualifications will be evaluated solely for the purposes ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in responses to this notice.
