Description
NASA/ARC plans to issue a separate Request for Proposal (RFP) for LogisticsManagement Services which was previously combined with the ARC BOATS requirement as"BOATS-LOGISTICS STATUS INFORMATION." This RFP NNA09281196R will consolidate two currentcontract vehicles: Logistics Management Services and NASA Ames Conference Center (NACC)Services. Along with this Presolicitation Notice, the Government is posting a draft Statement ofWork for the Logistics Management Services and other related attachments along with theInterested Parties Listing. The draft documents are being posted for industry review andcomment. On-going updates to the Interested Parties Listing will be made. The current five year LMS contract, which was awarded on May 1, 2004 to TessadaAssociates, Inc. on contract number NNA04CI13C as an 8(a) Set-aside, currently ends onApril 30, 2009. The current estimated value of this FFP/IDIQ contract is $37M.Asix-month contract extension to the current contract is contemplated.NNA04CI13C supports the ARC users and occupants by providing janitorial services, supplyand equipment management, industrial property management including property disposalmanagement, shipping and receiving services, including mail service and physicaldistribution, fleet management, refuse and recycling services, and shredding services.The NASA Ames Conference Center (NACC) contract, which includes other ARC trainingfacilities, was awarded to Solution Quest on contract number NNA04CA71D on January 31,2004 as an 8(a) Set-aside. The current estimated value of this Cost Plus Fixed Feecontract is $2.3M. This contract has been extended for an additional six months throughJuly 31, 2009.NNA04CA71D provides management and scheduling support for the trainingfacilities.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.This consolidated acquisition is an 8(a)Set-aside. See Note 1.The NAICS Code and Size Standard are 561210 and $35.5M, respectively. The work will be performed primarily at Ames Research Center, Moffett Field, CA. The tentative LMS Schedule is:Issuance of draft documentsMarch 2009; Comments ondraft documentsApril 2009; Issuance of Final RFPMay 2009; Proposals dueJune 2009;Contract AwardSeptember 2009.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released, it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sites forthe release of any solicitation or synopsis. The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/ARCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=21 Prospective offerors shall notify this office of their intent to submit an offer.
