Description
The Naval Surface Warfare Center. Carderock Division (NSWCCD) intends to conduct a non-competitive procurement with Aircraft Appliances and Equipment (AAE), Ontario Canada for the purchase of one (1) AAE/CINC Model 741387 Combined Oil Water Separator (OWS) unit in support of the Naval Sea Systems Command's (NAVSEA) OPA Technology Identification and Assessment Program (TTAP). A firm-fixed price award is anticipated following procurement procedures of FAR 13.5 - Test Program for Certain Commercial Items.The NSWCCD Code 633, Wastewater Management Branch manages the Naval Sea Systems Command's (NAVSEA) OPA Technology Identification and Assessment Program (TTAP). The OPA TIAP is used to identify, assess, and verify the performance of Commercial-Off-The-Shelf (COTS) oily water separators (OWS) for possible use by the Navy. The identification phase of TIAP consists of a survey of manufactures and distributors of COTS OWS systems. The assessment phase defines how the systems operate and notes any potential ship impacts. The AAE/CINC Combined system has successfully progressed through the identification and assessment phases and is now at the final verification phase. A key part of TIAP verification phase is the test and evaluation (T&E) of OWSs in order to verify performance and application to existing or new ship designs. T&E is a critical step in developing the performance data needed by the NAVSEA Central Technical Authority (CTA) to assess various competing technologies. AAE ! has developed an oil pollution abatement (OPA) device that utilizes drum type centrifugal separation and ultra filtration (UF) to treat bilge water. This process is unique because the system uses a specific drum type centrifugal separator and ceramic membrane UF polishing unit. Based on the initial TIAP analysis, the system was recommended continued evaluation and progression to the verification phase. Additionally, the DDG-l000 program office has specified the AAE/C1NC Combined system for installation on DDG-l000). Based on the results of the OPA TIAP analysis and the DDG-l000 Program Offices decision to specify the unit for installation, NAVSEA and the Environmental Security Technology Certification Program (ESTCP), a joint DoD funding organization, has funded NSWCCD to test and evaluate the AAE/C1NC Combined OWS system.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authorit! y of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference RFQ number N00167-09-T-0077 with any correspondence.
