Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. A written solicitation will not be issued. No drawings, specifications, or schematics are available from this agency. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2005-24. The solicitation number is W911SG-09-R-0006. The small business standard for SIC Code 4215 is $7M and NAICS code is 621910. This Request for Proposal is 100% set-aside for Small Businesses. Proposals are due on 19 March 2009 10:00 a.m. Mountain Standard Time. Offers are requested from interested parties who will provide all labor/personnel, uniforms, administration support, and supervision required to manage and operate the 24/7 Emergency Ambulance Services for two (2) government-owned ambulances that will operate at McGregor Range, Dona Ana, and Oro Grande Range Complexes. Emergency Ambulance Services include advanced life support ambulance service; administrative transfers; transports to/from aero-medical evacuation sites; patient transports; and field ambulance services, as defined in Army Regulation (AR) 420-1, and DoDI 6055.6 for operating in a Fire Based EMS System under the Command and Control of Fort Bliss Fire & Emergency Services. All contract personnel performing under this contract remain employees of the contractor and not employees of the Government. The contractor must provide personnel who are competent, qualified, and adequately trained to perform assigned duties. The Government will evaluate the quality of both the contractors professional service and their compliance with administrative documentation for purposes of contract inspection and acceptance. Performance period will be for one (1) base year for the initial period with four (4) additional one-year options. Offerors are required to propose a monthly cost for these services as well as a total cost for all the clins. Base period: 0001, Nonpersonal services required to perform the requirements defined in the attached Performance Work Statement (PWS). The awarded contract will be of a Firm Fixed Price Single Award type. b)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered, including past performance. The following factors shall be used to evaluate offers: 1.Technical capability Technical capability consists of previous emergency ambulance services experience operating in a Fire Based EMS System, and ability to provide an acceptable skill set. Offerors are instructed to provide resumes of all proposed personnel. 2.Price 3.Past performance Technical Capability is more important than price which is more important than past performance. (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror(s) within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer) whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) The Government intends to award without discussions however reserves the right to hold discussions if necessary. Therefore, offerors should provide their best possible proposal from a technical and pricing standpoint. Proposals which do not clearly demonstrate the technical capability to meet the requirements or are excessive in price may be rejected as unacceptable.
