- This notice is for INFORMATION AND PLANNING PURPOSES and is not to be construed asa commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of this request. NO SOLICITATION EXISTS;THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. If a solicitation is released itwill be synopsized in FedBizOpps and on the NASA Acquisition Internet Service.NASA has a requirement for approximately 238,285,000 standard cubic feet of gaseoushelium and 12,456,340 liters of liquid helium refined in accordance with Militaryperformance specification MIL-PRF-27407 (Rev. C). Note: Figures above reflect thecombined best estimated quantities of 18 locations (i.e., NASA Centers and otherresponsible sites) over a contemplated 5-year performance period. Additionally, thisrequirement constitutes a major helium requirement as defined in Federal AcquisitionRegulation (FAR) 8.501; and therefore, must be purchased from only Federal heliumsuppliers (i.e., private helium vendor that has an in-kind crude helium sales contractwith the Bureau of Land Management).NASA/KSC contemplates releasing a single, consolidated solicitation for the aboverequirements. Each locations cylinder and bulk/dewar helium requirement will beseparately identified in the solicitation by contract line item number (CLIN).Each CLINwill be individually competed and awarded to the supplier that submits the lowest pricefor the CLIN. Based on this planned approach, NASA/KSC contemplates award of multiplefive-year, fixed-price, requirements type contracts with economic price adjustment (EPA). An EPA formula(e) will be provided by the Government and will use indices published bythe U.S. Department of Labor (for example: Producer Price Index for Industrial ElectricalPower Distribution, West South Central (PCU221122221122437) and Producer Price Index forPetroleum Refineries, Diesel Fuel (PCU324110324110413), with diesel fuel weight beingbased on mileage ranges).To assist NASA/KSC in developing the EPA formula(e) for the contemplated solicitationdescribed above, NASA/KSC requests that potential offerors provide EPA formula(e) and anyaccompanying documentation discussing the choice of indices and weights to ensure thatresultant formula(e) used in the planned solicitation adequately reflect volatileelements. NASA/KSC strongly recommends that potential offerors consider providingformula(e) and other accompanying documentation. Additionally, NASA/KSC invites commentsfrom potential offerors on the reasonableness and feasibility of the above approach.Note: NASA/KSC considers EPA formula(e) and any accompanying documentationproprietary/company sensitive.Therefore, this information will be safeguarded andprotected from release. EPA formula(e) and accompany documentation will be used only toassist NASA/KSC in developing formula(e) for use in the contemplated solicitation.All responses shall be submitted to marcus.c.orr@nasa.gov not later than March 22, 2008.
