Description
Geotechnical Analysis & Engineering Evaluation of Rectification Project from International Dam to Riverside Weir Within El Paso County Texas THIS NOTICE IS PROVIDED FOR INFORMATION PLANNING PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTOR UNDER IBM05D0001, S&B INFRASTRUCTURE, LTD. The International Boundary & Water Commission, United States Section (USIBWC), requires the services in accordance with the scope of work (SOW) entitled Geotechnical Analysis and Engineering Evaluation of Rectification Project Levee from International Dam to Riverside Weir with El Paso County, Texas. Unit prices per bore hole and tests with estimated not-to-exceed quantities are required. The Rio Grande Rectification Project is located along the Rio Grande in El Paso and Hudspeth Counties from American Dam to Fort Quitman. FEMA decertification of the United States Section of the International Boundary and Water Commission's (USIBWC) levees in El Paso County, TX, in February 2006 has resulted in public and local government pressure to upgrade the levees to FEMA criteria. In 2007, the USIBWC raised the levees in the Rectification Project in El Paso County from International Dam to Riverside Weir to meet the minimum 3 feet of freeboard criteria based on a 100-year design flood event modeled on HEC-RAS. This reach, excluding the Chamizal Channel, represents approximately 11.1 miles of the 100 levee miles in the Rectification Project on the United States side. The work required under this Scope of Work will be limited to this 11.1 mile reach. In order to meet all FEMA certification requirements, the USIBWC now requires that a full geotechnical evaluation of the levee reach from International Dam to Riverside Weir, excluding the levees within the concrete lined Chamizal Channel, be conducted. The geotechnical investigations shall evaluate foundation stability, slope stability, as well as potential for seepage or piping through and/or below the levee in critical and questionable areas. The USIBWC requires that a determination be made by the Contractor if this levee reach will provide adequate safety and protection against a 100 year flood event and the loadings that an event of that magnitude would impose on the levee. The Contractor shall perform all the necessary geotechnical evaluations required to make this determination. The USIBWC has conducted hydraulic, aerial, and geophysical studies of the Rectification Project and these studies will be provide to the Contractor to aid the in the geotechnical assessment. A. Pursuant to the contract Federal Acquisition Regulation (FAR) clause 52.216-18 entitled ‘Ordering (Oct 1995),' the Contractor shall furnish all labor, materials, equipment, supervision and transportation necessary to accomplish the previously cited and attached SOW. B. The Contractor shall immediately proceed with the work. The costs associated with the unilateral task order shall be negotiated in accordance with the following schedule: (1) The Contractor shall submit to the Government the cost proposal (reference letter RFP # 09-15) for performing the work no later than March 10, 2009 and (2) Upon completion of negotiations, the Government will issue a modification to the task order Definitizing the action no later than March 24, 2009. C. Until such time as the costs for the work are negotiated, the Contractor shall not incur costs exceeding $467,931.00. Any costs exceeding $467,931.00 are incurred at the Contractor's own risk and the Government is not obligated to reimburse the Contractor for these excess costs. The performance period is 03/03/09 through 06/09/09 (98 calendar days from Notice to Proceed/Award of Unilateral Task Order IBM09T0013).
