Description
The Federal Aviation Administration (FAA) is conducting a market survey of those businesses on the General Service Administration's (GSA)/ Mission Oriented Business Integrated Services (MOBIS) schedule, Special Item Number (SIN) 874-1, "Consulting Services", for services to support the Aeronautical Information Management (AIM) Operations Research, System Engineering, Analysis and Management Support Program. This is not a Screening Information Request (SIR) or request for a proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The purpose of this market survey is to solicit statements of interest and capabilities from firms capable of providing support to the AIM Operations Research, System Engineering, Analysis and Management Support Program. At this time the nature of competition has not been determined. The FAA may decide to do an open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantage business that are certified by the SBA for participation in the SBA's 8(a) program. Thus, this market survey is also being conducted to obtain the information necessary to determine whether adequate competition exist to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System NAIC code for this effort is 541990, "All Other Professional Scientific and Technical Services". The size standard is in terms of dollars is $7 million. Interested firms that are on the GSA/MOBIS schedule, SIN 874-1 are required to fill out and submit the Business Declaration form located in Attachment 1 and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement identifying: Type of services your company provides. Describe contract scope, size, number of years and significant outcomes and geographical locations where services were performed over the past 3 yearsNumber of years in businessThe capability statement must be limited to 4 pages single spaced 2.Expected programmatic approach to address the scope of work described in the draft statement of work (in-house, teaming, subcontracting, etc) Respondents must provide their strategy for accomplishing this work, including percentage of work that will be performed by eligible small, service-disabled veteran-owned and 8(a) certified firmsRespondents must provide a draft staffing plan to address the scope of work including labor categories and essential skills associated with the labor categoriesThe programmatic approach must be limited to 5 pages single spaced 3.Expected technical approach to address the scope of work including assurance that quality and delivery of tasking can be achieved. Respondents must provide a solution strategy for each tasking area described in draft SOW section C.3.3. The solution strategy must demonstrate the ability to synthesize international trends, opportunities and initiatives in the global aeronautical information domain.Respondents must provide a summary of key risks associated with each tasking area described in SOW Section C.3.3The technical approach must be limited to 10 pages single spaced. A draft of the statement of work is located in Attachment 2. Respondents are encouraged to review the statement of work and provide comments. Electronic responses will be accepted. All responses to this market survey must be received by 3:00 p.m. Eastern Standard Time (EST) on March 20, 2009.
