Description
The U.S. Army Test and Evaluation Command intends to award a sole source Indefinite Delivery Indefinite Quantity contract between $200,000 and $3,000,000 pursuant to 10 U.S.C. 2304 (c) (1), as implemented by 6.302 to Inter Coastal Electronics(ICE), Inc., 5750 E. McKellips Rd, Mesa, AZ, to support present and future US Army Rotary Wing Aircraft operational tests and events. The Army currently does not have a rotary wing aircraft RTCA instrumentation and weapon simulation system for operational testing. The Government wants to have the ICE Real Time Casualty Assessment (RTCA) Tactical Engagement Simulation System (TESS) available as a stand-alone system as well as integrate its TESS with the Operational Test Commands Operational Test-Tactical Engagement System (OT-TES). It is crucial that both the ICE TESS and OT-TES systems are successfully integrated in order to support planned and future rotary wing aircraft events and operational tests. Therefore, it is important to have a contract with ICE to integrate instrumentation and weapon simulations, support Certification and V&V efforts, and provide field support during operational events. The NAICS code is 541512 with size standard of $25M. The proposed contract action is for end items for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will only consider the proposals received within forty-five days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Information received will be used only for determining whether to conduct a competitive procurement. All responsible sources may identify interest and capability by responding to this requirement or submit a proposal. All respondents must be registered in the Central Contractor Registration (CCR), and have a valid DUNS number, Cage Code, and Tax Identification Number.
