Description
The Naval Medical Logistics Command is seeking proposals from business entities interested in participating in an unrestricted acquisition for a Firm Fixed Price contract under FAR Part 13.5. The United States Navy intends to procure a conveyor system for optical fabrication for the Naval Ophthalmic Support and Traing Activity, 160 Main Road, St., Bldg 1794 Ste 360, Yorktown VA 23691. Solicitation N62645-09-R-0016 is expected to be issued March 6, 2009 with an estimated closing date of April 13, 2009. The acquisition will be solicited as a Request for Proposal. Delivery is CONUS, source inspection is required. Delivery schedule is estimated to be 1 May, 2009. The solicitation will be evaluated with Technical and Past Performance of equal importance and more important than price. All proposals will be evaluated on a pass/fail basis of the minimum requirement of the salient characteristics. Salient characteristics will be evaluated individually on a pass/fair basis. If an offeror’s proposal is judged to have failed any one for the salient characteristics the firm’s offer will receive no further consideration for award. If only one proposal is judged to have passed all salient characteristics then the offeror proposal will subsequently be evaluated on past performance and price. Should more then one proposal pass all salient characteristics the Government then intends to award a contract to the responsible offeror whose offer is the Best Value to the government. The technical and past performance factors are of equal importance and when combined are more important than price. Price may become a critical factor in the event that two or more offerors are determined to be essentially equal following the evaluation of technical and past performance factors. Evaluation of price will be based on the offeror’s total price for all line items as delivered to Yorktown, VA.
